Towncriers throughout Baldur’s Gate and the farmlands announce some new policies enacted by the Dukes. They read aloud from formal missives:
Citizens of Baldur’s Gate and the Surrounding Lands,

It is by public and formal decree of the Grand Dukes of Baldur’s Gate that, to pay the Flaming Fist and combat the problems of banditry and lawlessness, taxes on farmland larger than one hectare are, effectively immediately, increased by thirty-three percent. Collection shall proceed at the end of the month as usual.

Additionally, as a measure to control the increasing cost of food in the city, prices paid to primary producers are hereby and henceforth capped at their 1347 DR averages. Price lists are to be posted at purchase offices. Previous contracts honoured only at individual discretion.

Wanted posters are hanged from the palace to the Friendly arms inn

Kestral Fyle is wanted by Duke Entar in relation to the disappearance and possible murder of Samson Hart. Kestral is a known mage of candlekeep, often wearing flamboyant colors and a top hat. He recently escaped questioning by a flaming Fist officer by Teleporting away. 10 platinum coins will be rewarded to the person who can bring the mage in alive.

The seal of the Flaming Fist sits at the bottom of the page.

BALDUR'S GATE: REDEPLOYMENT

Flaming Fist Soldiers are seen marching up the trade road from the Friendly Arm in to Baldur's Gate. Bently Mirrorshade is seen pleading with them before their departure from the isolated keep along the less and less traveled southern trade road. He is later seen hiring an increased number of mercenaries to man the Keep.

In Baldur's Gate, Fist mercenaries are seen in increasing number preforming drills near the company's headquarters in the Docks District.

On a clear, sunny day, the 19th of the Time of Flowers of the year of 1350 to be precise, the Watch of Baldur's Gate—carrying shoulder bags brimming with parchments of similar size and make plus tools for posting upon wall, fence or post—fans out like flooding water, from the High Hall through every street until reaching the multiple gates of the City, where the Watch makes contact with Flaming Fist soldiers, they in turn continuing to travel away from the Gate to the edge of claimed lands...and some even traveling further.

Both the Watch and Flaming Fist, within this action of travel, periodically stop to post a parchment of places of certain view, were best to be seen by any that make their way towards or through the Gate taking the usual pathways.

The parchments are copies made from an original decree, direct from the Council of Four, the self-proclaimed Dukes of Baldur's Gate. It is written in the common tongue of the Sword Coast, with reason that any that claim the Coast as their homeland or simply travel within it for merchant activities or more, will be fully informed.

It reads:

People of the Land under the Watch of the Dukes of Baldur's Gate


Time eternally moves forward, and with this understanding and acceptance, we the Dukes of Baldur's Gate send you this decree from which you may sit under our protection, as true citizens of the great city of Baldur's Gate or as but travelers that seek shelter for a time.

The Arm of our Protection—
The Council of Four, the Flaming Fist and the Baldur's Gate Watch—while protectors of the lands claimed under Ducal sign and seal—are not the private guards nor justice system for autonomous agents, guilds or factions that are housed or show activity within our reach. Those autonomous agents, guilds or factions that may have treaty with the Council and/or the Merchant League of Baldur's Gate, do not automatically benefit from preferential forms of Justice, nor special protection of individual person...especially outside Ducal Lands currently under protection of the Flaming Fist [read: NPC Fist in the Map]. Ducal Law and Justice will only be called into play when Ducal Laws of the Land are broken within Ducal Lands [read: Maps/Areas where NPC Fist are stationed]. Ducal Laws are currently posted at each gateway to Baldur's Gate, and it is the responsibility of all persons to be informed of these Laws, for as you step into our Lands, you have taken agreement to them.

Disputes and violence perpetrated outside of Flaming Fist oversight [read: no NPC Flaming Fist on the Map/Area], and in the lands of Tradeway between towns and cities, and in the lawless northern regions, as well in lands ruled over by autonomous entities or nation-states [read: Friendly Arm Inn, Candlekeep, Gullykin, Amn, Darkhold...], are under no lawful jurisdiction, or under private jurisdiction.

Our Relationship to South of Wyrm's Crossing—
The Council of Four declares the current situation of the Tradeway south of of Wyrm's Crossing, to be thus: Baldur's Gate is in league, a friend, to Bentley and his wife, and their bold undertaking in providing a safe and secure Inn, for wayfarers upon the Tradeway. Though Bentley and Baldur's Gate have agreed to come to each others assistance in times of great need, Bentley operates his own guard force and upholds independent Laws within his guarded walls...and extending to the nearby fields that effect his business. Those Laws shall be posted outside his establishment. Violation of those Laws will be met by justice under Bentley himself, a famed wizard and true friend of this Council.

Feuds and Violence between Parties—
Battle and taking up arms, in either offense or defense, must be done often in a region known for dangers always lingering outside of enclaves of civilization. The act of battle is a respected tradition, though within Lawful Lands, honor and agreement must be upheld, in all forms of Combat.

Violence perpetrated in Ducal Lands in which Flaming Fist soldiers are present [read: Maps with Flaming Fist NPCs] is considered a violation of Ducal Law. Thus, unless combat is agreed upon in the tradition of the duel before by both parties [read: cannot use "Move away or die" as agreed upon means of lawful combat and following the Server PvP Rules], it is combat based in defiance of the Ducal Law to maintain lawfully protected peace. Those that force combat upon others that do protest it, are in violation, and subject to prison. Those who fall with Ducal Lands are given protected recovery by Fist Healers, or burial, at the discretion of the Captain(s) of the Flaming Fist [read: DMs after screenshots provided].

The Council of Four believes all that stand under our banner will profit from the decrees listed above, either in long life or protected trade.

It is hereby decreed that there will be a Duchal Court meeting on the exclusive topics of trade and mercantile affairs. Invitations are extended to the following groups, all held in a position of regard and note by this City:

The village of Doron Amar
The fortress-library of Candlekeep
The Order of the Radiant Heart
The Order of the Silver Rose
The enclave of the Red Wizards of Thay

Invitation is also extended to all groups and organisations with an interest in and focus on trade on the Coast; although all such groups must register their interest with the clerks of the palace to confirm attendance.

Each group in attendance may have one speaking delegate, with a further retinue of a maximum of two more.

Their Graces will look kindly upon ideas and proposals to boost trade and in the mercantile interset.

The Flaming Fist post in public areas of the city of Baldur's Gate that the elf Selengil Harkonis has been banned from Baldur's Gate and its environs for crimes of murder, violence, illegal spell casting, necromancy, and disorderly conduct. The banishment proclamation reads that if he is found by the Baldurian authorities to be willingly violating the terms of his banishment, then he will likely be given public execution by the Flaming Fist. A physical description of Selengil is attached to the banishment proclamation posting as well and the banishment is said to be permanent. Rumor quickly spreads throughout the region of the elf's banishment from the city and folks say that based off banishment punishments for similarly offenses in the past, it is likely that the elf would need to make major amends with the city to ever have a chance of being readmitted.

A warrant has gone out on an individual calling himself Tyranthrax. The man is a gray-haired human, who combs his hair. James Norton of the Flaming Fist has issued a 4000 goldcoin reward for the arrest of this man. He is suspected of being a dangerous individual to the lands.

[The warrant is now void. Tyranthrax has been turned in, and the issue settled]

By the ruling of the judiciary committee
and authorization by the Grand Dukes of Baldurs Gate,
let it be known that the individuals known as

Terri Lalani and Vendor Xon

have been found guilty of harboring and summoning a hostile dragon into Baldur's Gate, subsequent damage of property belonging to the Thayan Enclave and disorderly conduct, are hereby banished from Baldurs Gate and all controlled territory under threat of swift execution.

Long live Baldur's Gate!

By decree of great wisdom and strength through mercy the Grand Dukes of Baldurs Gate, here by state that the individuals known as

Terri 'Xon and Vendor 'Xon

Have had their banishment lifted from the fair and lawful city of Baldurs Gate. The individuals have apologized publicly before the Grand Dukes and the Ducal court, through amends to the government and citizenry with charitable works and oaths of loyalty. With dedication and stewardship the famed couple have earned a return to the light of law and let them be an example to others in such times.

The pair may once again enjoy the safety and comfort of the civilized lands.

LET IT BE KNOWN BY THE RULING OF THE JUDICARY COMMITTEE
AND AUTHORIZATION BY THE GRAND DUKES OF BALDUR'S GATE!


A male human known as TAMZIM is officially charged with crimes of Attempted Extortion, Threatening lives Citizens of Baldur's Gate, Treason and Collaboration with Enemies of the state that are Drow. The individual known as TAMZIM, known to be a Ranger, is therefore BANISHED from ALL DUCAL LANDS under pain of DEATH. Considering the severity of crimes he had comitted, the Flaming Fist are issuing a bounty of 25,000 Gold for bringing him, dead or alive, to the legal authority of the Baldur's Gate that are the Flaming Fist.

Any person or organisation discovered to offer him succor will be hereby charged with the same crimes.

[parchment]Let it be known that an attempt to bomb the palace by a tiefling arsonist has been foiled. When detected, the tiefling triggered its bomb early and summoned a fiendish ally, who was put down by the soldiers guarding the palace without loss of life.

Duke Belt did not let the affair spoil his ball and offers his thanks to the brave men of the Flaming Fist.

General Scar has stated that the Flaming Fist offer a bounty of a hundred thousand gold for information that leads to the arrest of the perpetrator. The suspect is thought to be a tiefling user of magic, clad in dark robes with red or brown skin. Gender is unknown. The tiefling is suspected to be connected with the fiends responsible for the dreams afflicting many planetouched in Baldur's Gate.
