The following is posted on the doors of the Flaming Fist Headquarters, bearing the seal of the Baldurian Magistrate Catrazza.

Sitting today on 26th Hammer 1354, having heard the admissions of the Defendant, and having considered the laws of Baldur's Gate that are applicable, I hereby make the following judgment;

Mindful, firstly, of the banishment of Morgan Blackrose and her condemnation as a necromancer;

Mindful, secondly, of the location of the admitted consorting, Soubar;

Mindful, thirdly, of the terms of the laws of Baldur's Gate under the relevant statue stating consorting inside our outside of the City is an offence;

Mindful, fourthly, that the laws state clearly the extent of Baldurian jurisdiction, namely extending as far north as Thundar's Ride at this period;

The judgment is made that there is no case to answer.

The Defendant is free to go, subject to comments from the Flaming Fist.

A proclamation posted in the Palace.
Commander Wren Di'Corvi of the Nothern Watch has been reprimanded following reports of overly close relations with criminal elements. However, the Council of Four is satisfied these relations were born of naivety rather than malicious intent, and she has undertaken to honour her oath to the city more strictly in the future.

A dignified blast of fanfare from a single trumpeter announces the appearance of Grand Narlhelm outside the Ducal Palace. The noontide crush of palace-district citizenry in the clear, if cold, winter atmosphere pauses its bustling to hear the proclamation given, read by the Ducal herald from a scroll edged with filigree:

"Hear ye, good folk of Baldur's Gate! Their Eminences the Dukes, in their pleasure, hereby bestow the privilege and rank of nobility upon Maximilian Blackthorne, henceforth Lord Maximilian Blackthorne, by way of his numerous deeds, accomplishments, and services to our glorious city-state of Baldur's Gate throughout many past years and notable personal efforts during our most recent season of warfare. May his loyalty and devotion long be held as an example to others. Long live Baldur's Gate!"

Failure to answer the Charges within five days will lead to a 10,000 gold fine and banishment until the summons is answered.

*The Flaming Fist and City Watch of Baldur's Gate Make a Public Proclamation on Lawlessness that is posted throughout the city and its environs.*

The Flaming Fist Mercenary Company and City Watch of Baldur's Gate remind the citizen public and foreign visitors and residents that lawlessness will not be tolerated, this includes the longstanding ban on certain faiths in the city:
- Public Preaching of Dogma, Rituals or Public Display of Symbols of the following Gods is severely punishable by up to banishment or death, as determined by judicial ruling: Bane, Bhaal, Loviatar, Malar, Myrkul, Shar and Talos. Judicial ruling resulting in execution will be public and final


Whether out of ignorance or not, the Zhentarim agent known as Zeland recently violated this ban and displayed unwittingly or wittingly the symbol of the Tyrant God Bane on his cloak in the environs of the city. As such, under the authority of the Council of Four of Baldur's Gate and the Flaming Fist and City Watch of our great city, Zeland is hereby banned from the city and its environs under punishment of death for 5 days time, no exceptions, from the 10th of this month through the 14th -- the banishment beginning at one moment passed midnight tonight. Additionally, as condition for his re-admission lawfully to the city, the Flaming Fist expect restitution of 10,000 gold pieces, to be paid to any on duty officer in the city promptly upon his return to it after the ban is lifted.

Let this be a reminder to all those that violate the law in our great city.

*Zeland of Darkhold, it is announced by the Flaming Fist, has paid in full the fine owed and is permitted back into Baldur's Gate, understood that he will follow the law going forward as will any other of the Zhentarim in Baldur's Gate and that his punishment for said crime was wholly served.*

The Thayan Enclave of Baldur's Gate Treaty
To clarify the operating specifics of the 1347 DR era Thayan Enclave Treaty with Baldur's Gate at this time The Council of Four of Baldur's Gate and Master of the Guild of Foreign Trade of Thay, Samas Kul, agree to memorialize the provisions of the treaty as they have been enforced, or should have been enforced, in recent years in writing. They are as of the 3rd day of the fifth month of 1356 DR as follows and only apply from that date on:

1. Trade. The Thayan Enclave in Baldur's Gate remains primarily purposed with the selling of magical items in the region, while Baldur's Gate is able to sell various resources to Thay in return. The Thayan Enclave also continues to donate 1% of its net annual profits to the Baldur's Gate city treasury. The Thayan Enclave agrees to price its goods and services, generally magical in nature, at 10% below the normal market cost. The sale of slaves is prohibited by the Thayan Enclave. No potions, scrolls, or other magical items produced and/or sold by the Thayan Enclave may have abilities intended for use in crime or overt mass destruction in Baldur's Gate without Duchal permission. The treaty is also otherwise formally amended to allow a wide range of sale of magical items of greater power, beyond lesser magical potions, wands, scrolls, and other minor magical items in the past.

2. Law. Any crime committed by a Thayan outside of the Enclave falls under the jurisdiction of Baldur's Gate and shall be punishable in accordance with the law(s) of Baldur's Gate broken. Any crime committed within the Thayan Enclave falls under the jurisdiction of Thayan law. Existing slaves enslaved in Thay and brought to the Enclave via magical means are permitted in the Enclave, but never outside of it, as slavery in Baldur's Gate is strictly illegal outside of the bounds of this treaty. Enslavement anew of free beings in the Enclave or in the city of Baldur's Gate is strictly prohibited under Baldurian law and this treaty.

3. Defense. If called upon by the Grand Dukes of Baldur's Gate, the Thayan Enclave will present a company sized formation for battle in defense of the city as it did so with honor during the Undead Wars of 1351 DR, but Thayans called to arms as such will never be forced to fight those of Thay under oath to do the same from another Enclave. Should the Enclave be assaulted unlawfully, the Flaming Fist will assist in its defense.

It is also said that in the past year that the rapidly growing School of Transmutation Guild of Foreign Trade enclave initiative across Faerun has grown to an extent to require new large investment by Thay. Accordingly, the Guild issued additional ownership shares well beyond just its founding School of Transmutation, to now include minor investments by the Zulkirs of the Thayan Schools of Evocation, Abjuration, Divination, and Necromancy and major and controlling continued investment by the Zulkir of the Thayan School of Transmutation. The Board of the Guild and control of it now reflects the investments generally made it is further said.

It is said moreover that the issuance of new equity by the Guild has made the original School of Transmutation founders and investors in the Guild initiative fabulously wealthy. Further, it is said that it becomes more common for Red Wizards of any of the invested Schools in the Guild to be seen leading or staffing the Guild Enclaves, beyond just the previous domination of Red Wizards within the School of Transmutation.

As part of these changes in the politics of the Guild and its expansion in Western Faerun of the Enclave initiative, it is said that Master of the Guild of Foreign Trade Samas Kul has personally assigned one of his chief subordinates, newly appointed Mistress of Western Trade Yuzhi Doressini of the School of Transmutation, to oversee the western Faerun region of Thayan Enclaves, with her basing between her new offices in the Thayan Enclaves in Athkatla and Baldur's Gate as her duties require.

*The Council of Four releases a public proclamation on the upcoming Duchal Court.*

The Grand Dukes of Baldur's Gate announce that in addition to the formal speaking and non-speaking delegates to the upcoming Duchal Court as is normal, the wider public, as long as they are legally in good standing with the city, will be allowed to observe the court as audience members only. Any disrespect shown to the court, however, will be treated harshly. Thereby, all such allowed members of the public are invited to the Duchal Court, as non-speaking audience members only, when it takes place on the 5th of Nightal nine hours after mid-day.

An Evening Gathering around the Palace


In the late evening of the summer day, a half elven woman in a red sun dress passes a decree written by the Council of Four to a man with a short regal cap. Those familiar with this secretary would identify her as the secretary of Grand Duke Belt. The two stand at the ledge of the palace district as the regal man with a shrill voice begins to speak to the gathered Audience.

"Hereby today and thus forward for a duration of one year, your graces have decreed a stipend to the most vulnerable citizens of Baldur's Gate. This stipend will be known and proclaimed as "The Common's Courtesy". Its purpose will be to grant financial compensation to those families struggling to make it through these uncertain and chaotic times. The Common's Courtesy will grant monetary relief to citizens stricken by poverty, loss of work, or inability to prosper for the duration of one year. Upon the completion of the year, your grace Duke Entar will evaluate the loss before reinstatement. In these trying times, your graces of the Council of Four have heard your words. Those who have struggled since the collapse of the weave, unanswered prayers, and all of the inequities caused by the two shall be eligible to receive this aid as a citizen of the city."

Quickly added at the end the old herald added. "Adventurers do not apply."

A proclamation does the rounds.

Know that on this day Maraav Deinir of Azure Arcanist, official Mage Guild of Baldur's Gate, appeared before the Dukes and swore an oath of loyalty and service. Let all understand and acknowledge the importance of this commitment now and henceforth.
