The Stonestave: Formal petitions to the Conclave

Drow citizens and established inhabitants of S'shamath sometimes petition the Conclave to address a certain problem, or grant a certain right. It is considered the right of any established inhabitant of the City to submit such a petition.

Generally the Conclave only addresses those issues which fall outside the domain of a school of magic. Such matters for example involve taxation, the safety of the trade routes, or the deployment and training of the militia. As a rule the Conclave does not involve itself in the affairs of any school of magic unless a dispute arises with members not from that school. This does not apply to religious or commercial matters, although these are usually left well enough alone.

It is common knowledge that submitting irrelevant petitions is a quick way to earn the ire of both the bureaucracy and the city guard. Usually resulting in tax receipts being lost and then levied twice or thrice, licences being revoked, or the appropriation items and goods.

A petition to the Conclave must be be delivered to the bureaucrats at the Stonestave. The delegates who are on the Conclave are formally addressed as the Conclave jointly, and delegate(s), or council(ors) individually.

When submitting a petition it must start in the following manner:


[day number](th) Cycle of the [month number](th) turning, progression [year number on the S'shamathian calendar (2014 = 4222] since the founding of the Conclave.

Esteemed Conclave of the City,
Masters of the schools of magic,
of the founding house S'shamath,
of the web of the Spider Queen,
and of the 7th Circle,

If the petition does not follow this form it usually rejected by the bureaucracy. A bribe of 250 gp is also customary, although more can be negotiated to expedite the matter.[/color]
