Help with experiencing stutters and hiccups with BGTSCC serv

A somewhat annoying situation has gotten worse for me lately, and I'm hoping some Community support will help me run down the issue.
I've been experiencing stutters and hiccups when running the game—like lag, but only a second of freezing—whenever the game has to "call" the Server: a player logs on/out, mobs appear, a spell is cast, opening the Character Sheet window, etc.
The issue is just constant little freezes, hiccups, that last a second or half-second, before the game continues. Then the game sort of "catches up" with itself, and sometimes LOTS has happened in that second (like my character nearly dying because I couldn't pop a potion in a timely fashion...).
If you remember the situation from like a week ago with the unchosen Languages causing a "pause" every few seconds, it is like this, but I'm just unable to make it go away.
At first I thought it was because of my Internet connection speed, but I just switched to another, faster network, and I must say it seems the connection is ever worse than before (definitely not better!).
Any advice? Could it literally be that my hardware is having the problem?
