Northlander Hewing and TWF

I am not sure if it is intended for the interaction with NH and TWF but I thought I'd report it.
As per Gameplay Notes of NH: "All attacks are counted, whatever their source is (haste, whirlwind frenzy). You lose the last attacks of your normal attack schedule, even though those are not shown on your character sheet.". This doesn't seem to be the case for TWF, instead of losing the last attacks of the attack schedule, you only lose your primary hands attacks.
Example: As a toon with Greater TWF and 16+ BAB, he has 7 total attacks, which would be reduced to 4.66 (rounded up to 5) per NH rules of 1/3 of the attacks lost. The attack sequence should look like:
Main Hand: (AB) / (AB-5) / (AB-10) / (AB-15)
Off Hand: (AB)
Instead, I get this:
Main Hand: (AB) / (AB-5)
Off Hand: (AB) / (AB-5) / (AB-10)
Is this intended? It does give a more normalized attack sequence for GTWF style in exchange of 0.5 STR bonus on primary attacks, so I wasn't quite sure if it was on purpose or not.
