By the time I hit with this spell/feat it already expired.

If you're going to use it (and other spells like it), you need to practise timing based on how the game engine calculates combat.
Basically you want to trigger it after the third swing in your flurry (or right before the end of the round, if you don't have 3 attacks a round yet), but before the next round begins. Casting it too late will mean you interrupt your entire round's worth of flurry to cast the ability.
It's a pain in the backside, and even when you're using it optimally it isn't free of glitches. And generally I would not recommend using it.
