I suggest an experience cost. In practice it's trivial, but it does provide that extra level of nonmonetary expense, and therefore consideration before commitment.
And it's truer to 3.5 item creation rules.
By SRD, crafting costs 4% [1/25] of the base GP price in XP, so that 400k enchant might also cost 16,000 XP. (Arguably 32,000 XP if one considers that 400k is the half-base price.)
If a different ratio works better here, so be it.
