Per the title, suggesting that the being in combat requirement be removed from the combat focus feats.
Most combat related feats such as rage, divine might, etc. allow you to activate them before combat, or during combat. However, these feats require you to enter combat, first, then allow you to activate them.
This either interrupts your queue and or makes it clunky to use, as you must initiate combat, use them, the re initiate combat. Also, if you accidentally activate them outside of combat, it still uses the relatively long two minute cool down timer.

Wow, fixed for major spelling errors. Did not proof read.

The Combat Focus feats definitely could use some love and QoL upgrades.
I recently conversed with Valefort about them, and he seemed amenable to making them “better,” but…as usual, we differed on just how to do that!! Lol.
I think this suggestion would be very helpful to QoL.

Combat focus not in combat. That would be quite weird, wouldn't it ? Takes a bit of practice such as initiating combat with a ranged weapon, then activating and going in, or waiting the last flurry.
For accidental use out of combat I hear you, use will be refunded in that case.

I equate it taking a moment to focus yourself, either before, or during, combat. I may not be interpreting it correctly, but like a sniper taking a breath before taking an aimed shot, or mentally steeling yourself for the threat you're about to face.

From http://dndtools.org/feats/players-handb ... ocus--396/The way of the warrior requires more than simple, brute strength. Some warriors bring their minds to such keen focus during the heat of battle that they can attain superhuman levels of endurance, perception, and mental toughness. Through intense mental exercise and training, you learn to enter a state of perfect martial clarity.
It may be a bit restrictve but that's a faithful implementation of the pnp feat, I wish it didn't break attack schedule though.

Is this a mechanical limit that applies to all custom combat related feats? Blackness in the box stuff!?!

Yes, or we would have many Feint like feats, where effects are inserted into the attack schedule.

Right. You do know that Feint just as often “disappears” from the schedule, unless it is clicked in order to engage in combat (and thus at the top of the schedule)?
It is soooo very annoying. I wouldn’t wish his on any new feat, but I guess it IS better than canceling the attack schedule.
