Candlekeep herbalism
Suggest putting an npc who sells potion bottles next to the herbalism station in the Candlekeep Infirmary. Neither Reader Demetrius nor Phlydia sell bottles.

We have talked about that ourselves, still CK is a guild with active players, too. So a bit of communication with us, too many sometimes help. 
There have been ideas to ask if bottles can be added to Phlydia’s shop. We’re just giving it time and see if the DMs still reply or we maybe might ask again.
In the meantime, we buy the bottles at Sorcerous Sundries or Greennest for example. Horses and the Kemo storage are our best friend.
P.S. A whole new NPC may have to be paid by is CK players. I’m not sure if there’s any rules for guild halls about Vendors. We already paid the herbalist work bench ourselves. Just saying so maybe you can understand.

The empty bottles would be at minimum with the trade NPC by the entrance of the keep, there's no need for an additional NPC, just the expansion of the existing store.

Agree. Or Phlydia. Or Reader Demetrius. Hello there,
It is indeed for Candlekeep guild players to reach Dungeon Masters and make a request.
While some solutions can seem convienent at first glance, there can be in character reasons or long term project (such as the development of another merchant more specific to herbs in Candlekeep for example) that could lead Candlekeep guild players to request something else.
In the end, it is for the guild to state in which direction they wish to go and what they wish to develop.

It depends on what you wish to do, I think. Expanding current shops or adding new vendor both fall under rules related to guilds (having a certain number of non player characters, having a certain number of items and unique item sold, if they are accessible or behind locked door and reserved to guild players... etc).
So no, it's not necessary to add a new non player character but a possibility, depending on what you wish to request together.
