Nope, you got it a bit wrong. Of course, it's not about mindless PKing without any IC reason whatsoever.

Here is a hypothetical example: say, there is some guild where a few characters would like to take the same position. So, one of them decides to dispose of the other and get the place. Now, as per the new rules RP out must be given through giving some warnings in a form of emotes among the rest. On the other hand, if both are members of the club, one can just come out of the blue and without warning kill the other. So, there is RP reason for an attack but no RP prior an attack itself.

All_Distorted is correct. The PvP club still allows members to PvP with each other without requiring any sort of dialogue whether that be IC or OOC. There are occasions where even IC chat is too restrictive. A stealthed bandit that wishes to strike an unsuspecting victim without having to type, "Steps out of the bush and sneaks up on his unsuspecting foe while displaying an evil grin upon his face", can still do so within this club. The basic server rules only make exceptions for assassinations that resulted from an RP'ed contract (and players have to keep records of it just in case someone demands proof of the contract).

The reason behind the PvP needs to be an RP reason, however, it is not necessary that one actually chat prior to engaging.

Does joining the club open one up to the possibility of getting killed by some power-build played by someone that simply likes killing everyone? Yes, but those players are quickly flushed out and given the boot. In over a year of playing, I've had very little problems of that nature and I'm not in favor of saddling the entire playerbase with numerous restrictions merely because a handful of players don't act in a responsible manner.

Joining the club is optional so those who don't like what I just described can simply choose not to join. The fact that a PvP club member attacked a non-member without warning is a non-issue here (on my part, I've witnessed far more PvP problems between non-members). Rule-breaking is something that needs to be taken up with a DM regardless of whether or not they are in this club.
