It tends to taper off when you approach and then get in to epics. Many of the complaints about Bear Warrior are more around end game rather than early-mid game, but Valefort did make some changes a while back that gave it a much needed nudge.
Opinions obviously vary on if it was enough or not.
This is what I'm saying and trying to justify. The damage is fixed at dire bear form.. so when you do get epics.. there aren't feats like weapon specialization, or epic rage that are going to give you a boost. You can't pick up spells and buff your damage or give yourself keen. You are stuck. Shoot even if they made level 10 bear warrior or dire bear slightly stronger damage wise.. it would go a long way. Is there a epic feat we can have to gain a damage boost or something? Is there epic claw progression? What about basic unarmed damage progression for not in dire form? Since you're probably grabbing the feats anyway. 1d3 sucks.. and it sucks to break immersion to use a weapon IMO.
Feral Claws: Adds +2d6 slashing damage to claw attacks made in dire bear form.

Rest assured, it is working. That piercing damage is off my gloves. It's considered elemental, so when I switch my weapon in for acid to kill trolls, it overrides the piercing.
