One of the letters would contain the minutes for the Tarsakh F.E.C. meeting. The other envelope would contain a letter in the same handwriting, reading as follows:

A humble request for the Grand Dukes of Baldur's Gate:

I am Endelyon Castillo, Head of Accounts of the Sword Coast Commercial Exchange, a member of the city's Merchant League. I am sending this letter alongside the minutes to the latest F.E.C. meeting, and there will be an official reply to your missive on the Kheldrivver incident as soon as it circulates through the voting members of the committee and receives majority approval. However, my request to you is not official committee business, but a matter of importance concerning the SCCE.

The SCCE has been doing business in the city for quite some time now, and as you know, we have recently opened a retail banking operation in the city's east district. One of the investors in said banking operation is the wizard Charraj Cain, a former members of the Weavemasters. Some years ago Charraj was exiled from the city for an incident in which some kind of spell or experiment went out of control. Charraj has written me recently, expressing his desire for the ban to be lifted so that he may return to the city so that he might contribute more actively to the bank's administration and redeem himself in the eyes of its government and citizenry alike.

I have lived in the city just under a year now, and for much of that time I have known Mr. Cain. I've found him to be intelligent, resourceful, and good-natured. He seems sincerely repentant of his actions those years ago, and some six months ago became a pupil of Aeili Azenci, priestess of Mystra of some local renown. Aeili has been guiding him in the teachings of Mystra, teaching him to exercise control in the use of magic and its study. She expressed to me that he had made considerable progress in that regard, and that she had brought him a long way towards understanding Mystra's calling, and atonement through Her faith.

Charraj's investment and ownership of the bank puts his interest in line with that of the city's. Before, he was in an environment with other mages and few boundaries, a combination which likely fuelled his instability to excess. Should the Council of Four will that he be allowed to return to the city, I'll keep an eye on the man personally, and make sure that he doesn't get wily again or start returning to his old ways. I'm a pretty good judge of character, and I would always act in the best interest of the Gate and its people. I would be willing to make reports to the Council of Four if they wished, giving updates on his activities and assignment. Trust me, he won't have time to play with magic with the amount of paperwork I plan to dump in his lap.

I am not asking you to let the man back into the city on my word alone. Telia Navra was given a chance, under strict restraint, to speak out and defend the accusations of the crimes she had allegedly commited. I would request that you allow the same for Mr. Cain. If you will allow me, I can bring him into the city under Fist supervision to speak on his own behalf, and you can hear for yourself his own words and realize that he's no threat to any of us.

A templar with a golden cloak can be seen hovering about the Duchal Palace as the early rays of the sun break through the buildings of Baldur’s Gate.

A missive of some urgency is given to the appropriate channels. It bears the official wax seal of the Song of the Morning in Beregost.

The templar places a fist to his heart and bows in a rigidly formal manner before departing in a hurry once it is handed over.

A letter sealed in blue wax and imprinted with the eight-pointed star of Mystra arrives at the Duchal Palace, addressed to the Duchy of Four.

To the most honourable Dukes, rulers of the grand city of Baldur's Gate.

I, Priestess Aeili Azenci, Servant of Mystra, humbly beseech you O Dukes, the right and respectful rulers of our fair city, to consider ending the period of Charraj Cain's forced exile from the city of Baldur's Gate and its populated environs. I have no doubt that my dear friend Ms. Endelyon Castillo, head of accounts for the Sword Coast Commercial Exchange, has already informed you of her desire to see this same Charraj Cain returned from his enforced exile in light of his crimes against this beautiful city, for reasons which would greatly benefit the mercantile enterprise of her organisation, the Sword Coast Commercial Exchange, an organisation which has been of great benefit to the city as a whole in light of the recent trouble caused by the plague in the city earlier this year.

I hereby wish to testify wholly and truthfully to Charraj's change of heart and character ever since he came under my tutelage and guidance in the Mystran religion. As we are all aware, Charraj Cain was exiled from the city because of a magical experiment gone awry, resulting in the deaths of several innocent bystanders. These things he did in the name of the Weavemasters, the leading guild of magic and wizardry till that time, a guild which itself was disbanded due to a history of irresponsible spellcasting within the city and its environs.

I admit that this was an entirely regrettable period for the practice of magic within the city of Baldur's Gate. I myself was formerly the religious guide and chaplain of the Weavemaster guild some years ago until my transfer was requested by the Hall of Wonders Temple in Waterdeep. I am disappointed that those who were supposed to espouse the characteristics of responsible spellcasting did anything but. It is unfortunate that I had moved away for that period. Perhaps had I not, none of the things which soured the reputation of practitioners of magic within this city had happened at all.

Now that I have secured a transfer back to the city I first came to some five years ago I have resumed my service at the Temple of Mystra. I first met Mr. Charraj Cain during a trip to the south while I was staying at the Friendly Arm Inn. When he first became aware that I was a priestess of the Temple he immediately sought to withdraw himself from me out of guilt. He is still well aware after all these years the full impact of what he did. When I learnt of it I was understandably disappointed, but as a religious authority within the church of Mystra I am obligated to pursue a path of redemption for those who have failed in such a manner. I began meeting with Charraj regularly, guiding him through my work on Mystran Dogmatics and I can testify that he was open, sincere and repentant on his journey back to responsible spellcasting.

I understand that an exile such as that issued to Charraj may be irreversible. However if there is any possibility for reversal of the Duchal decree then I humbly ask that such amnesty be offered forth in this case. Charraj Cain is a changed man. His business capacity would be a significant boon for promoting the prosperity of the city, a rather important matter given the situation the city is emerging from. Moreover, I am willing to place my own personal pledge to watch over his practice of magic. In fact if the Duchy still expresses their doubts as to his character and disposition then I am certain that, if permitted to return, he would not refuse a restriction such as being forbidden to use any manner of magic within the city and is environs except in my presence and oversight, and with my express permission.

If you, O honourable Dukes, require an audience with me to discuss this matter further, or for me to testify to Mr. Cain's reformed character and temperment pending the lifting of his exile and readmission then please do not hesitate to summon me to your presence.

Sincerely in the Faith of Mystra,

Priestess Aeili Azenci, Servant of Mystery.

Dear Grand Dukes and Duchess

I write to you today in regards to the man known as Charraj. It is my understanding he desires to have his exile revoked. Although i know very little of the incident that first had him banned after his recent efforts i offer to vouch for him. His responsible use of magic lead to hundreds of lives being saved recently in the evacuation of a city in the north.

Its my recommendation that he be charged a fee that is to be offered as a restitution to the family's who lost loved ones due to his actions and that his exile be removed after such is paid. We all deserve a chance at redemption and i believe his recent works have greatly pushed him towards achieving such. If my word is not enough however i have asked the lady fire hair if he should be offered such and received a positive response. (Augury random generation :D)

I thank you for taking the time to read my letter.

Signed

Heartwarder Erza Aldren, Knight of the Radiant Heart and High Priestess of Sune.

Honorable Dukes of Baldur's Gate,

I have hesitated to write this letter for quite some time. I fear that it will be dismissed out of hand. Nonetheless, I have come to the conclusion that I should make this request directly, rather than ask others to do it for me.

I am writing to respectfully request that my banishment and exile be lifted.

I am not the man that I was four years ago. I now see clearly the irresponsible and cavalier attitude that I had towards magic. I understand and am ashamed of how my unrestrained experiments endangered the city of Baldur's Gate. Looking back, I cannot believe that I accidentally caused a planar breach. I have long since accepted my banishment as just punishment.

However, despite the wild rumors and gossip that have grown over the years, I would like to respectfully remind your graces that no lives were actually lost to the planar breach that I caused. Indeed, Istari Tower was not even damaged by the breach; it was entirely contained within the top level of the tower, and was soon closed by other residents of Istari Tower before any harm could be caused.

Of course, the incident could have been much much worse. The planar breach could very easily have been opened into a more dangerous plane than it really was. I understand that your graces do not want someone in your city who can create such a risk, and that may be a large part of why you banished me.

But I am not that person anymore. I understand the importance of restraint in using magic now. In fact, before today, I had not casted a single spell in almost half a year. I only used magic today to teleport the villagers of Kheldrivver to the Trade Way, so that they could escape the undead horde that threatened them. I warded myself only to make sure that I would be alive to shut down the Teleportation Circle before any undead could follow the villagers through it.

I was asked to teleport the villagers directly to Baldur's Gate. I refused to do this, because I did not have permission from your graces to do so. I feared the risks of setting a Teleportation Circle's destination so close to your city. That is why I teleported the villagers far south of the city.

I hope your graces understand that I have nothing but respect for you and the safety of the Baldur's Gate. Indeed, I do not intend to use magic unless the safety of others absolutely requires it. This is how I honor and worship Mystra.

If I am to be allowed back into the city of Baldur's Gate, I intend to fulfill my duties as a shareholder of the Sword Coast Commercial Exchange. I hope to work for the benefit, profit, and prosperity of the city.

I thank you for your attention to my letter.

Your Servant,

Charraj "Cain" yn Khalim el Khanh

*In the morning following the evacuation effort a letter is delivered to the duchal couriers with a request to be brought before the Duchal Court at the earliest convenience.*

Honorable Dukes of Baldur's Gate,

I write to inform You that I, on my own accord, decided to organize an evacuation effort for my home village of Wayfork, and to bring its inhabitants here. The undead army was threatening the village and by the means of teleportation the villagers were brought to the duchal lands. Current refugee camp is set up near the Hilltop under the auspice of the Ilmateri Temple.

I admit to act without informing You in advance and waiting for your decision in the matter, being afraid You would refuse to accept them into the city limits. More so the situation was calling for a quick action. By the time I managed to gather enough support the undead were already closing on the village. I am well aware of the strain that the refugees from Kheldrivver and now also from Wayfork put on the city, nevertheless I could not let innocent people die and become a reinforcement to the army of unliving.

I apologize for not informing you about the matter beforehand.
I take full responsibility of my actions and accept any repercussions that may come.

My only request is that You, in your wisdom, allow them to stay within your lands til the threat is dealt with. I believe my people will be willing to aid the city in any way they can.

Respectfully,
squire to Head watchknight Dame Sveta Asperan and a student to Doombringer Tegeus Cromis

Eleanor

After some time, a letter appears in the office of the Dukes. It is addressed to them directly, but is more brusque than the usual approach.
"Council of Four,

I am presently training a logistics corp to aid in the battle against the dead as part of the War Council. As has been noted, an army marches on its stomach and maintaining a proper logistics corp makes long term war plans both cheaper and more effective. However, I am unable to fund a significant recruiting effort and I personally took a vow of poverty some years ago.

I therefore come to you with cup in hand. There are people in Baldurs Gate who will be useful and who will come back from war with skills that will help the city. They will cook, train and fight for themselves. It is going to cost around 20,000GP to outfit a full unit of these men and I would argue around the same to maintain and hold a training camp of sufficient size to avoid disrupting the city with their training.

Simply put, this cannot be done without substantial funding and our war effort will begin to suffer if they are not properly supported. Thank you for considering this,

Reine Arlynson"

A roll of parchment in the form of a letter is delivered to the Duchal Palace by a courier dressed in a doublet of resplendent gold hue, missive in hand addressed to one "Honorable Grand Duke Eltan". Bound with a golden ribbon, the papyrus is further sealed with stamped wax motif of golden hue detailing a radiant sun. The contents within are scribed by a feminine hand in pristine cursive.
Honorable Grand Duke Eltan of Baldur's Gate,

I scribe request on behalf of the Song of the Morning temple in Beregost, at behest of Knight-Commander Eldarian Al'maire. It is with utmost respect that I write to inform you of a masquerade ball is to be held within the city hosted by the Church of Lathander within the interiors of the White Mask Theater. I do this for two reasons, Your Grace, neither of which intended to take time away from your busy schedule, nor the terrors that currently plague the Coast. Given that the event may attract a generous number of attendees, it seemed the wisest course of action to have the authorities, as well as The Flaming Fist notified of intended and possibly masked traffic.

With the safety of Baldurian citizens in mind, it brings me to the secondary reason for missive. It is with humbled grace I make request for additional security; a small contingency of Flaming Fist officers to be posted upon location, both internally and externally on the desired date and time set upon the twenty-forth eve of Marpenoth at eighteen-hundred hours. While our own Templars can, and will be, present it is with respect of your leadership and prior contact that we do not seek to bring our own militant forces into the City at any great number and instead ask for the protection of your own able bodied mercenaries.

I eagerly await your response with patience and grace.

Blessings of Dawn upon you,

Knighted Servant of our Radiant Morninglord.

Council of Four,

It is very pleasant to hear that the preparations for the fight against the undead are progressing well, with all various factions working together. Especially regarding the recent threat, the undead in the Sharp Teeth Forest.

However, there is a matter I would like to inform you about, in order to avoid any possible conflicts in the future. To much of my dissapointment I was notified that a Flaming Fist soldier has asked Archmage Kael of the Fallen Kalinor, Defender of Dharasha and Master of the Shadow Tower to remove his facemask and identify himself. I understand that those are your laws and that your mercenaries are allowed to act in this way. But they arent our laws. I suggest either all your mercenaries get familiar with the Archmage or hold the meetings to a neutral ground, where such theatrics are not needed. Especially not, after your council has allowed in the past a gray orc to roam your streets freely.

If you feel that this is too much to ask, then you can inform us so that we can withdraw our forces from this alliance
