Well, all of the validity on my own post aside, barring any IC context assumed or otherwise, I assume this is made in response to my own post out of a frustration of sorts. Person of influence - Leaders of established factions (there are a lot to list but you can find the list if you click on User Control Panel then usergroups at the left side.)
YES: Post your bounty, include who you are and who you represent and who ultimately will pay the bounty money.
NO: Go to point 3.
3. So you’re in the sword coast area and are not in the position of authority to place a bounty. You have a couple of choices.
Post your bounty outside the sword coast. Making sure that anyone who reads your RP thread is well aware where they are reading it. If you don’t then it is assumed by default your post was made in Baldurs Gate by the Elfsong tavern.
Seek out someone listed in point 2 to post the bounty for you.
Alternatively, seek out the assassins guild or just a lone wolf assassin and sort out a contract with them.
You can, however, decide to post a bounty without the proper authority but you will be committing a couple of crimes.
