This still wouldn't necessarily benefit the 'rp builds' since higher level chests have a higher probability for a good loot drop. This is also why some players 'farm' bosses. Because chests work off of the loot table while bosses work off the RIG. The RIG also has a higher chance to drop something nice the higher level the boss. Therefore farming bosses gives a (still really low) higher chance of a nice RIG generated item...which other than a select few items from chests like the Epic Scimitar are the only items trade worthy.
There are many other ways to handle these things, all with their own downside... You could bring back more DM granted gear level based, which would allow epic players in events to occasionally earn an epic item. Of course then you have the inevitable cries of favoritism and folks who's play time does not sync up with events. You could also make all the chests and RIG generation the same, regardless of area, but then as you mentioned it favors loot grinding across the server.
The route we are currently working toward is to create epic shops with a moderate to conservative approach. Initial stores will offer lesser used items mostly, but with low to medium epic items... End game stuff for most at a cost that, while still high for RP'ers that rarely loot grind is certainly lower than what currently would get charged by a player finding a rare item. There will hopefully be the first epic store in game sometime soon (but no ETA yet) and then we will try to work on additional stores once the results of the first store have had time to show themselves.
EDIT: Whoops...appears it's already in, (YEAH! Does happy dance!) Unfortunately with work lately I've only been in game once or twice in the past week for a total of about 4 hrs.

Why do favored souls get high saves in everything? I think they should only get high will saves.

Nerfing Requiem, EDM access, non rogue HIPSTERS, Dwarven Defender and Dragon AC will be huge steps in the right direction. Sadly the quality of mageplay went up tenfold when you broke the bigby spells, no reason the other changes shouldn't go in.

Make Divine power only change BAB to 25 tops, except for pure divine caster. (lvl30 fs/cleric for example)
Only pure bards can use song of requiem.
Two simple changes, all problem solved
Its high time something gets done to encourage pure classes anyway
Unrelated, but here are some of my ideas
Pure barb gets improved/supreme power attack as bonus feats.
Pure rogue gets Hips, and spell like ability to throw traps around.
Pure fighter gets limitless epic prowess/armor skin to take at epic levels.
Pure SS gets permanent 50% concealment and some DR.
Pure Swash get a feat to let their crit/insghtful bypass any crit immune.
Pure Pally gets improved/supreme power attack as well but change the name to something more holy.

(In all seriousness its just for variety. Since you know everyone in this game is playing mixed classes. Other than pure ranger/monk/fs)

What if all non-caster classes got bonus feats at class level 22, 24, 26, 28, 30? Would that encourage diversity?

That'll encourage extreme powerbuilding. Probably one of the worst ideas in the thread.
If you want this, play pure fighter 30.
There's already decent system in the sense that only pure classes get more epic feats, and if you want more feats you want to stay pure. This also affects choice of the class significantly.
Breaking this part of the system is a bad idea.

To my knowledge all pure classes gain bonus feats at epic levels - different number of them.
Fighter gets the most of them. (5 feats) Other classes gain less.
Sorcerer would get epic bonus feats at level 23, 26 and 29.
That's
sorcerer level, not character level.
Multiclassing causes you to lose epic bonus feats. Just three levels of prestige class will cause you to lose one or two feats.
You only get more feats if you have 20+ levels in base class. You will not gain them if you invest into prestige classses (even if they have casster level progression or anything like that).
This is also often overlooked.

Pure Sorcerors get bonus Feats at levels 23, 26 and 29. So what is your point?
And why is it that some people appear to think that a single class character is somehow virtuous and should be rewarded in some way?
