Just look at the differences between the two depictions of public school, that should be more than enough

As I understand it:
UK: "Public" means owned by members of the public, rather than "the state"
US: "public" means publicly owned, IE owned by "the state"

Dang, why did you have to spoil my pulling of hoihe's leg? Killjoy! It happened the same when I tried to convince him that bears are commonplace in Russia and everyone keeps them as pets
Anyway yes, English "Public Schools" are basically "Oxford Universities for teens". They are called "public" because they used to be charity schools for the poor and "open to the public" in medieval times, that is, open to anyone regardless of social standing, religion, race, etc. Hence the "public".
