A point not just specific to paladins, though especially relevant to them, is that many good characters - especially ones sworn to deities like Tyr and Helm - have a duty to protect the countless innocents you don't see plying their business on the Tradeway, or tending a plot of land, or herding cattle, et cetera et cetera.
An orc (or drow, or any other creature classed as a monster) at large is a potential deadly menace to all of those innocent commoners and civilians, and must be regarded as such until proven otherwise. A good character may not be bound to slay a creature on the spot for potentially being evil itself (for evil itself lies along that road) but they should not welcome it with open arms and hugs as soon as it is not hostile.
Coming back onto the topic, I think in relevance to Amn specifically, an Amnish merchant may not wish to trade openly with the drow, for fear it harms business with his legitimate customers, but he could do so if he feels he would be able to profit without reprisals.

Usually the sight of orc hugs causes people to walk to the other direction, as soon as possible.
But the next time I witness such, I'll be sure to take a screenshot so that I have something recent to show.

In the recent past humans and elves have been outnumbered by peace loving chatty orcs outside the FAI on so many occasions that it makes it seem like half the Brady bunch grew tusks. This is not a boon to dynamic and believable RP.

I deliberately didn't identify the orc since I drew her from memory. The blond vandyke should give the other away, though.

I don't know any other orcs than Kaltyra playing actively. And Krasc seems to have been a bit more active again recently, but he's not really the huggy type (at all!). And Krumarth comes and goes. Hasn't been around for quite a while.
When were these "recent past" in which loving, chatty orcs was outnumbering elves and humans?
I remember in a rather distant past by now, a bunch of orcs with the surname Oakhearts. They were shut down, though.

It's also not productive to the player base to call the rare few who decide to rp non-hostile orcs as unrealistic and bad rp.

The people picking such extreme snow-flakes are not very considerate to their fellow players, either. They're sort-of forcing them to either not play their character correctly or to unintentionally hurt you if they do.

Except for the large part it is unrealistsic and bad role-playing.
