If you want to use wands outside of your class I believe you need around a 14. For instance, my sorc uses wands of amplify, which can not be used when the UMD score is 10. All other arcane wands she uses are cool. UMD is now 14, and I can use any cross classed item.

Where a "lvl1 scroll" is mentioned above - does the caster level of the spell contained within the scroll have any effect?

For instance, a Shield scroll casts Shield as per a lvl5 caster, so would the shield scroll be treated as lvl5 (its "caster level") or lvl1 (its "spell level")
