Song of Requiem only require level 21 bard and 24 Perform, with Hymn of Requiem only requiring Song of Requiem and 30 Perform. That means you will lose out on being immune to critical hits from Pale Master's Deathless Mastery, but you will still get the most powerful summon they have, and the added +6 Natural AC.

It is the most powerful long-term summon currently in the game. You get the final version of it at level 9. Duration is 5 minutes per CL, I think.

yea not a fan of bards, can never remember that one
but the 9th PM summon is a male vampire natural weapon fighter, you need full 10 PM to get the last one which is a female natural weapon swashbuckler, all the PM summons last hr/PM lvl, so its designed to be buffed with spells to be strong, not cast and go like CGU which is short duration
both are unarmed to use vampire natural weapons because they dont use their special attacks with any weapons since they are attached to claw and bite attacks - which are level and ability drains
bard buffs are kinda limited but you have the inspirations so it should still be fine, you should also have the mummy from PM CU

I know generically how strong they are and their final form.. i been trying to scour through search engine actaul facts level by level synopsis of palemaster and blackguard summons lol

I can't find any mention of this in the Custom Changes, or on the NWN2Wiki. The custom changes should clearly specify at what levels the summon changes, what it changes into, and how it differs from the previous summon. Otherwise players not wanting to go max levels in the PrC won't know what they are missing out on.
That aside, how powerful is the lvl 10 PM summon in comparison to the lvl 9, and is it worth dropping Hymn and Song of Requim to get it? I'd say no, not even when considering it also comes at the cost of crit immunity, but without stats on the summons, it is impossible to tell.

it didnt change the PrC it changed the summons... everything is the same with what level you get what summon
you can just read the PM class and see when they gain the new summon, however anyone dipping into PM isnt doing it for the summons they want the AC and immunities, summons are just a bonus
and anyone who goes high into PM knows that the summons change and cap out at higher PM levels, regardless they are all designed to require buffs and make use of them
the elite vampire is better, but i wouldnt say a summon holds any weight on a decision of SoR vs crit immunity
if you are not playing a PM to be a PM then the summons are the last thing on ones mind
if you are just wanting to see the stats there are older threads about undead questions that people have posted screenies for the PM and normal spell ones - however performance from the PM summons depends on how many buffs you want to give them, they dont need everything but you are going to want to give them AB and AC minimum but you can squeeze out a lot by giving them more

Got a bard/palemaster/black guard/storm singer that works fairly well.
Ditched the requiem branch of songs due to thinking the undead would be harmed instead of healed by hymn of requiem. Or wouldnt the stolen energy be positive in nature?
As for storm singing in the deep there are no doubt more ways than one to explain it.
My favorites would be something surface connected like say due to having been a pirate out of Skullport (neutral/evil) or something inherited and passed down in the family.
