I pick legendary because in the Magic the gathering universe, legendary just means that there can only be one of this card in play at a time. Legendary is just a byword for unique in that game, while monsters and such are just regulars since there can be multiples of them in play at once. There is only one Corvus Khaine, thus he should be legendary :P (at least noone is a planeswalker. Yet)

Now hold on now... lets think about this... an Army of Corvus Khaines would mean a lot of insulting individuels... I could personally see the phrase "lets go farm Corvuses for a few hours"- become a mainstay. I say we allow for a tribe of constantly insulting druids be formed somewhere... For the equality of all ^.^
