Another interesting topic of discussion would be player perception of "odd things" (animal companions, spells, abilities etc). I find that some characters skill set grossly out weights there role played knowledge and vis versa. The grey area between not strangling role play with rules and pure chaos seems to fit whatever the player wants at the time. IE:
-A level 15 paladin with no lores or spell craft to support, picking out a warlock for invoking something, claiming him a vile pact mage and doling out some smite harshness. "My mentor told me to slay warlocks, they are evil, and shoot purple beams".
Or the other side of the coin:
-A Level 30 pretending hes never seen or heard of an animal companion and trying to "save" a druid from the badger that is passively doing nothing next to him. "Sry brah, my character has no lore or survival skill".
This is not a joke. Its stuff I've actually witnessed in game.

Generally, it is the best idea not to police other people's RP. Deal with that IC. You don't know what the other char can and cannot know. Maybe "warlock" is anybody who shoots a lot of magical bolts from hands. Attempt to fool the paladin, using gaps of knowledge. I agree for the most part. Its not our jobs to RP police, but it is our community as players.Generally, it is the best idea not to police other people's RP. Deal with that IC. Also, I'd love to find just ONE paladin that would attack my warlock. Last encounter of this kind was ... hmm... over a year ago.

Now to put that in context lets imagine you are on a stroll to a nearby mall when a tank rolls down the road, I am not talking about one who's turret is locked down and loaded on a flatbed truck. I am talking about one who's turret is freely moving and the gunner at the top is manning the gun as if looking for trouble.

It is also why I am guessing you have been accosted moving about the area. I can't speak for why people are claiming they ARE the law... But this goes back to previously stated comments about certain summons are PvP on sight in certain areas.
As to your examples those are pretty grossly exaggerated and I understand your concern if that were the case.
I can see in the case of the paladin he's fought warlocks before and has an understanding enough to pick them out maybe.
For the lvl 30, that is pretty horrible RP if someone blasts a badger just walking by. For one, IRL badgers are vicious, they do not follow on heel like some dog. So if it is just 'walking' by beside someone, there is a good chance that it is tamed or controlled some how. Still taking it into the middle of a city may get some unwanted attention by the local NPC's not just PC's.

Common sense. Keep in mind the Tradeway is a road traveled extensively by non adventurers. I for one know if I saw a bear walking down the street towards me I'd run the other direction terrified. A dog or wolf on the otherhand would make me apprehensive only if it were aggressive.
Now if I were a famous warrior and one of the strongest men in the world and had a 12g shotgun loaded with slugs I might take the approach of killing the bear to save the child nearby it might be trying to eat. I doubt a police officer would arrest me for such regardless if it were standing next to Joe the bear tamer of azerbajistan who nobody even knows.

To be VERY clear. When I say "I've seen" or "witnessed". It does not mean it happened to me. In fact, 95% of everything I've mentioned is stuff I saw happen to other people. The 5% that has, has no details, names, times, or other specifics. Having witnessed only yesterday some random guy going up to a rangers bear, saying "OMG a bear" then killing it, then going oh uh.. and disapearing into a mist is what I would say is fine, honestly.
He saw a bear, got scared, reacted, dead bear, realised was a tame bear after adrenaline, realised he was in trouble, made his escape, ranger at this stage in my opinion free to chase said person down if he wanted, but nothing the guards can really arrest over"
Is all common sense essentially, some characters wouldnt care if the wizard in their group suddenly summoned a vampire or mummy or whatever, my sorcerer would not blink a eye and just figure it would help whatever the group was doing. My dwarf however, who hates/fears the undead with a passion would either run, attack or depending on situation react poorly to this new development.
So different situations for different characters.

It is difficult to know the paladin doesn't have spellcraft. Maybe they have a history of warlockcentric RP. I find it best to let them do their thing. I don't feel there is very much IRL analogies that validate concepts in DnD. Simply put, I can log on the server and roll a level 1. Spend some time adventuring to say..level 10. Chances are, I've seen upto 5 animal companions and givin the new summon systems popularity, upto 10 summons. At this point you got start thinking "hey maybe that unmotivated bear walking behind that guy (due to nwn mechanics not letting it walk next to him or let him ride it) perhaps is not part of some slow motion effort to devour the completely relaxed tribal dressed elf in front of it.

Use your common sense. You want a sign, then pm the devs and dms. I'm sure the devs have nothing better than to make up signs for incidents people have been smart enough for years to avoid. Especially right now. The devs must be so bored at the moment.
If you bring your bear around and it dies it's because bringing a bear around is a stupid thing to do. Most people realize this.
That includes WOLVES of which I've seen at least 4 times in the past week INSIDE the fai compound. If a summon gets pwned it is because of the player who should have released it.
Get a dog like Mike Dunn if you want it to go everywhere with you. That is how BG works. Why is this even being argued? It's not April 1st yet.
If you bring your bear around and it dies it's because bringing a bear around is a stupid thing to do. Most people realize this.

I'm not against people reacting to creatures. Hell if someone walked up to a Druid with a Spider companion out and screamed "I hate freaking spiders!!!" and smashed it, Id laugh. The paradigm I keep seeing is people claiming summons/companions are against some magical law that does not exist in some area. No one at any point argued for devs to do anything. In fact my intent is to alert players that summons/companions are not outlawed anywhere but in cities and some districts.
Monkey see monkey do seems to be the issue. One person at some point fluffed some RP about companions/summons and now every other lawful "Joe" thinks they are doing the right thing. The simple facts seems to be:
-There are no laws against summons/companions on the tradeway or outside the FAI.
-Over reactions to animal companions/summons are common
-People are using Companions/Summons as excuses to pvp
No sign needed. Just people to read the rules/laws and actually follow them.
