I interpreted the OP to be: a) joke RP as in a joke character as in no reason to pay any attention to it; worthless; intentionally non-serious. b) annoying RP as in made-to-annoy-others-on-purpose-cause-I-the-Player-enjoy-annoying-others (for my own shits and giggles).
If I interpreted the OP wrongly, then yeah, a Character can, like in real life, be of both humorous and serious factors, or, simply a laugh factor, if that is the case.
Though, I would argue, the town drunk usually isn't funny, it is sad. And, the town idiot probably more so. Unless you have zero compassion. Or, are Canadian!!
