I think the best idea would be just scrap it and replace it with grapple and rake ability the tiger is supposed to have.

I'll accept that idea when I encounter a tiger in a wizard hat which will throw IGMS at me. I have no issue with character being suspectible to mind spells. The problem is that the tiger doesn't have mind spells.

Tigers are neutral ^_^. Protection from alignment (good/evil/lawful/chaotic) will not work.

Well, that is very much true...but then, the big bad fighter hopefully has some Intelligence to utilize it!
But look:

If a tiger mob isn't some form of enhanced or magical beast—which on BGTSCC could be easily fixed by renaming it from Tiger to "Dire Tiger" or "Monstrous Magical Tiger of Mystery," then it shouldn't be casting Fear.
And possibly, let's also point out that Name Tags over mobs and Toons are OOC/meta information—our PCs should not be reading those tags and saying: "Ooh, that is a normal tiger, not a magical monster tiger, and thus, it should not be putting the fear of...tigers...into me."
And if it isn't a magical beast, then a better ability would be Frighten or Shaken save...but then again, that is also against Will.

Yes and on the forums we are allowed to use ooc information. Let's face it in real life mental toughness is not the measure of your wisdom. In fact it is quite the opposite. A wise man doesn't get close enough to a *unknown creature with tiger label that looks like tiger* because he rightfully fears getting mauled by it. Meanwhile to quote Frederick the great
If my soldiers were to begin to think, not one would remain in the ranks.
During that era drill reigned supreme as personal bravery did less for most than blind obedience based on fear of flogging. That is a flaw in our system that will never be fixed. At this point we are so off topic that I am just going to reiterate that it is silly the badass fighter gets scared easily while the frail wizard fears nothing. To the brink of comedic effect if I didn't see it so often.

Speaking of which it is worth remembering that in D&D wisdom stat represents perception and awareness of the world in addition to willpower. A common house cat has 12 wisdom, for example, and could cast 2nd level spells if it were allowed to take cleric levels.
This application of stats has amusing effect - as people grow older in d&d their vision and hearing improves. I.e. 70 years old man will have his wisdom, int and charisma stat increased by 3 points, which will yield +1..+2 bonuses to spot and listen.
Also, with "unknown creature that looks like a tiger" adventurer's though process would probably go like this: "hey, it is smaller than a troll! I killed many trolls. Doesn't seem like something to worry about"

The Beregost tiger is more Ti-gg-er sized then tiger sized as well sadly. It's like being scared by a Linx. Sure in real life a lynx can remove my face but if I'm covered in mail, or can shoot a lighting bolt it's far more scared of me... that said... perhaps that's exactly what makes this Linx tiger so scary, it's clearly insane and is going to take your face regardless of lighting bolts!
PS: I've always wondered about that Tiger, did it escape from some Wizard lab, get really bad directions from GPS, a spirit of the wild, or is it so small do to the fact NWN2 seems covered in tinny pocket sized dear and it can't eat enough

I agree.
That is why when I make a "badass" fighter, I incorporate any number of the following:
Anointed Knight
Dervish
Dragon Warrior
Dragon Slayer
Man-at-Arms
or
I make a Paladin!
