The issue as I see it is this would be a completely OOC tax. Simple fact is any faction should operate based on incoming as well as outgoing money. No guild/stronghold/etc. Would operate based on the need for incoming adventure income. Instead they would have membership fees, merchant sales, fees for services rendered, etc. There is no function for any if this income so imposing some arbitrary tax introduces one side of the economy without any capability for the other. In addition someone has to put the time and effort to impose this tax, not to mention track all the guild for activity. (Many guild rarely, if ever post publicly, but are still quite active). Far better, if the purpose is to clean out or repurpose unused resources (guild halls) Would be to reach out to expected unused guilds membership and allow for them to respond within x amount of time. If no response, guild removed/repurposed, but if they respond allow them their hard work and rp to stay for when they're able to return. The tax is just too arbitrary and labor intensive IMO.

DM time should be better spent giving us exciting adventures and clever plots. Not extra time babysitting old guilds. I do not assume how the time of our DM Team is spent, but I think if needed to work out some old resources, it should cost as little time as required to feel appropriate.
