Well there are only 2 bosses in the UD. Definitely need more down there.

- You cannot grind monsters for experience (That is fine, both the UD and surface have good grinding areas. Surface has a slight edge but its around equal)
- You cannot search for loot (exploring dungeons for treasure, picking at gold piles, etc) (You might come across loot, just as long as you don't go out of your way for it)
- You may not run quests (Quests are dull anyway!)
- If slain in PvP, you may be issued a permastrike. (If you don't want to risk your character, don't put them in risky situations. Simple consequences here.)

I suppose you could argue that it is "searching for loot", if you were a DM. Since fish are loot. And that'd be a valid point!

The rule for the current UD/surface travel also has an advantage: it keeps UD players mostly in the UD. Having it lifted, it will increase the number of UD characters, however, a hole bunch of them will stay up at the surface, because this is the place where most players are. Then the UD will be even more deserted.

That is a none-issue. You can travel to the UD and vise-versa without incident in my experience. So long as you have a valid RP reason, and as long as you are IC you should have a valid RP reason for everything.
