Even if somehow that should be the case you have to be practical : this is a PW where DMs can't be watching everything the players do thus it's impossible to enforce the RP limitations on Paladins. You can't give them top mechanical power and say it's fine because they have stringent RP requirements as those can not be checked in any fair way.
If a third paladin kit suiting your preferences is ever developed its power will have to be strictly on par with what exists already, and realistically, inferior to what a buffed paladin can do if you want it to not rely on spells. With that in mind, PM me your suggestion.
