Question is - is it a bug in spell that will be potentially fixed or is it intended feature and just description is wrong on Wiki?

Good luck with this. It looks interesting, but like others have said, your DCs are not going to be that great, and your CL overall, you run the greater risk of being dispelled.
If you dropped Palemaster, then you probably could salvage some of your CL.
Right now your maximum CL is 26. I have no idea how many blackguard levels you are taking ,but that could be even more loss of CL.
Also, you can drop shield, and pick up Deez (level 4 spell). Worth more than most of the defensive spells due to the fact that 20% of the time, you will never take a hit. Or Displacement would be advisable.
Premonition is good, but not the end all be all spell. Most specialists who lose divination are able to cope with its loss.
Didn't see Teleport either. That might be something you want to throw into your build. So you can make your great escapes.

Isn't Deez replaceable with Greater Invisibility+ Shield? I thought G.invis is 50% concealment after initial attack.
Sorry for all the questions but its 1st Arcane caster for me. Not really aiming for power-build but want it to be viable at least in PvE.

Sorcerers shouldn't take teleport as a spell; they can get by using scrolls as they should already have the concentration score to pass the check, and they don't need to roll UMD to use them anyway.
In regards to the Wiki description of Bigby 9: that looks to me like leftovers from Rasael's Summoned Bigby changes which were reverted not too long ago due to countless bugs and problems. If it did have a fortitude save then (which, ironically, was irrelevant because the spell didn't work properly at that time!) it shouldn't now. Just that overpowered grapple juiciness.
