I think some of the torches work and some do not. I don't think it's anything you're doing wrong, just an item file that's not set up correctly.

I guess you could RP that that torch got soaked and you can't get it lit again. But I think there's an "unlit" torch in the items database and a "lit" torch in there, and there's no way to turn the first on or the second off.
