I think that while considerations for how to compile the materials into the requisites of a recipe are made, the breakdown is equally an important task, making mundane objects such as ale steins and spoons still hold some modicum of value. Then again, I'm wholly stuck on EVE Online's methodologies and would like to see it's influences spanning here, but for the interim, a minute value (10gp) can still be worthwhile.

do chests in higher level areas at least have a higher % chance of finding quality stuff?

Yes but it is very little compared to the lower tiers. Not much difference.

Sure ... maybe all chests should be set to lowest tier, you'll see the difference (there's not even a comparison).
I do not enjoy making ooc fires to burn trash.
Then don't, to be clearer since apparently that isn't obvious I don't rage when I find empty ale steins or spoons, I chuckle. Adventuring isn't systematically successful, failure is important yada yada.
So will you give me yours then since you do not need anymore?
But I need it ? What is not needed is easier gold (god knows it is already absurdly easy, cue all the "economy is ruined" posts or the "trade only" auctions) which is what removing the trash would achieve.

Firstly, if you don't want the trash why do you pick it up from the chest? Leave it in there and it will be destroyed and no lag is introduced. If the alternative is that no loot was created, does it really matter to you when you can just leave it in there?
Secondly, the unidentified "trash" gear like mundane banded mails actually gives value and reason to taking some skills in Lore: Arcana.
Thirdly, As was said before, the way our loot generator works you can't just take a bunch of items out of the tables as that will increase probability of other items. So it would require some rebalancing.
And finally, yes higher tier loot chests have higher probability of better gear. But more importantly, they actually have a probability for the high end gear. Low tier chests can only spawn up to a certain level of gear. The RIG items work a little differently, but they are definitely also scaled based on the chest tier.

Are the hell shop items in the random loot table?

Yeah but they're set and can never cover every weird build we have out there, the RIG is infinitely superior to the set loot tables.

I won't forgive anyone that removes my chance of finding my beloved books and spoons in my loot.
Seriously though, it's loot. If everything was good, then nothing would be good. It's part of dungeon crawling. You are not always lucky.

Is it true there is a NPC Merchant in Rockrun tied to the RIG, for gambling-for-gear?!?
If there isn't...yet...doesn't this sound like a fun way for a good sink?

Builds require nothing. If you don't optimize for what the best possible equipment is though your doing it wrong.

It's not a gambling for gear shop. However it is a shop that is filled, once per reset, with RIG items (of CR 15 quality (and there's some good stuff already)). There are also a few items that are added every hour.

Aha!
This is why I see all the Old Timers visiting Rockrun with regularity! And here I thought people were getting into Svirf RP.

When I first started trading, I traded one of those spoons away for another spoon AND an empty ale flask. Needless to say, it snowballed and I can't turn around without tripping over an epic item or a pile of gold.
Oh, I also traded my soul away, but that's an intangible asset. Moral of the story, don't discount 'trash' loot.(also don't trade with souls or believe a soul-less person)

No.
Also there's the random item generator and the loot table, two different things.
Random item gen makes new items with random properties and terrible names.
Loot table takes items from a list of premade item blueprints which are far more professionally done shall we say.
i think the RIG system works just fine, The names are horrible but we can change the names, write back stories for the items and sell on the AH for a nice profit, I do this all the time. It adds flavor and variety to the game. I have a nice stash of this that I give to new adventurers as well.
I do think there should be a couple of premade items added to the tables to cover some gaps I see, or maybe a couple of mid-tier set items could be made for classes that do not have what the Wizard or Cleric class has access to.
I have found maybe 3 items that are near epic quality and I have not been playing here long but I can say that I open a lot of chests and most of my XP comes from traveling away from the FAI bubble.
