It does, but the other stuff like Flurry does not, IIRC. So it's a heavy investment but you get 2d6 damage out of it.
Been toying with a 7FS/10SL/10Duelist/3BG build. EDM at 30 along with the SL damage boost and 2d6 from Precision. But there's almost no margin for error with feats, and the stats get wonky.

Here is an idea...go hin or gnome, with monkeygrip, and get 1.5x damage with the spear. I am currently running a hin barbarian spear wielder, great fun!

The small size is a cool concept, but I can't bring myself to RP one of those guys who worships Talos!
I kinda like the idea of just a crazy spear specialist instead of going all out for the dual wield. My heart is leaning toward #1, but my head is telling me #2 is the smart way to go. Final input would be appreciated. Thanks again!
1) 7FS/10SL/10Duelist/3BG can be achieved
PROs: Mega damage output with shocking weapon, precise strike, and EDM ... and that's kinda the point of this concept. Good synergy with Charisma.
CONs: Spell progression caps out at level 6. Almost no flexibility with stats or feats (need Great Charisma a few times to make it for EDM at final feat).
2) 17FS/10SL/3BG
Difference: This build loses the Duelist bonus (2d6) but does get some back from weapon specialization. Makes up for it with spell progression, feat flexibility, and stat flexibility.

Flexibility is better, but Stormlord is a 6/10 spellcasting progression PRC here on BGTSCC, thus your secound build would end up at caster level of 27, which means that max caster level Greater Dispel has that 10-15% to dispell some of your buffs. A Favored Soull will have easier time rebuffing, but you will get dispelled every now and then.
So, #2.

If you want your storm lord to be able to cast spells you're required to worship Talos.

Epic Rage strength requirement has been dropped to 21 Strength, hence if you want, you can go for Epic Damage Reduction and Fast Healing. But personally I would just go for as high strength modifier as possible.
Barbarian 20/Fist of the Forest 3/Duelist 7 can be interesting too.
