Handicap (quirk) feats, I like the sound of that.
As for the challenge:
orken spirit shaman 30, cha6? and wis10.
You are not allowed to increase either in any way.
Con and str at a minimum.
All stat increases after creation on INT, you may only spend points on skills you do not benefit from in any way and they must be crossclass.
Good choices worth mentioning are lore skills that are not lore arcana.
Able learner Feat absolutely forbidden.
Noteworthy feats:
True believer
Skill focus feats (remember they shouldnt be useful for a spirit shaman)
Done?
Edit: forgot a few points so here go:
You are a devout worshipper of Beshaba and she sure love you!
- In her honor you do all you can to find sacred relics offering negative bonuses and wear them proudly.
- Bonus glory for items weakening str, con, dex, sleight of hand, survival and pick lock.
- You hate fish and stay away from pools of water with a vengeance.
- Your most holy weapon(s) of her blessing must hold the property of No physical damage, for the ranged scoundrel you might rotten tomatoes with said property.
- Vow of silence
So:
- No xp from passing DCs, fishing or conversating.
- Special honorary mention for the player that can get below 30 hitpoints at lv30 due to negative modifier items.
- Absolutely no invisibility items to finish quests!

A halfling sorceror/wizard/monk/weapon master with a light flail 10 of 11/11/5/3 respectively.
