Regen cloak always worked while shifted, at least as long as I can remember.
I think regen cloaks always worked? I always got 1 tick of regen with it on, at-least. Never (at-least nor for long) found myself below max health with it. I've been playing a druid here for several years now, at that.
Cocoon's restriction isn't so bad, as long as you are near the enemy who is attacking you.
I'm not discounting extended regen. I think its very useful, for prolonged fights. I'm more than certain the HP from it has saved my characters many times. But, I always found myself getting bursted down more than slowly wittled down. In a manner where waiting for extended regen to do its work would be dangerous.
