The state of EW right now was an intermediate suggestion, the discussion had been going on for weeks, and it won't remain in that state. It will be changed to 2 rounds cooldown, 4 rounds duration, -3 AC, 2*DEX mod bleeding damage, both effects stacking with the next update.
