Polymorph options should not be based off Alignment, which is an OOC guide for RP, not an actual IC observation or blockage that should occur.
Essentially, if my surface Toon goes to the Basement and observes a Hook Horror, she should be able to Polymorph into it.

Never said it was. Just said that it might be how certain forms are offered to some and not others.

Yes, you mentioned the possibility, to which I responded that it would be rather off the mark, if such a restriction would occur. Very OOC.
