Fun is subjective to different people from lvl 1-30
-A person consider it fun to go solo grind Epic area
-B person consider it fun to talk at campfire all day
-C person consider it fun to casually talking, and then gather some friends to adventure
-D person consider it fun to find epic items
-E person consider it fun to create guilds and gain guilds mate where they can have DM events and pursue story and goals
-F person consider it fun to do merchant trades
-G person consider it fun to make toons that can assist others like wand crafter and potions
-H person consider it fun to assist new people to get a hold of the server. how to get item, where to have good RP, and how to increase lvl.
After lvl 20, you can still have fun if you know, identify, and gather people with the same interest as you. combine people with different skill set to still achieve what you yourself consider as fun.

I like all the way from 1 - 30 and beyond. I like to RP all the time as rp doesn't stick to any lvl.
But I think rp-wise leveling is much to fast from 1 -20 to really rp a good character progression. Also after lvl20 it became much to fast. I think it is also because of the dynamic spawn system. I liked the old days where you really hard to take a challenge to lvl up above lvl 20, because otherwise you only got 12 xp per kill.
For me a lvl 30 char is fully trained and completly educated in his possibilities. If it would be only lvl 20 then it would be the same at lvl 20 or lvl 40. His progression is completed, but he still can learn a lot of other things and advance his tactics, gear and social enviroment, but his skill and feat potential is fully used.
Some rp experiences during the level progresssion from 1 to 30 shape my characters a lot. But most of the rp during lvl progression was just random adventure rp. It varried a lot depending of the activity of the characters.
If I go for deeper and longtime story driven rp it doesn't end with lvl 30. Often it really starts with lvl 30. RP wise such a char can become my main char. He is involved in several guilds or act as guild leader. Letting him die permanently or retire would affect a lot of other players rp up to guild stagnation. But there are other characters wich I played to lvl 30 and they more or less retired. For example I have a weaponmaster hin knight who joined a lot of tournaments at the Sword Coast after he reached lvl 30 and will do so in the future. My first character is a fighter/thief who years after his retirement because of a guild wipe worked as bodyguard. Unfortunatly I didn't have enough time to get into deeper rp without turning my back on my main.
So I still like to play a lot at lvl 30 or the epic lvls but for sure the lower lvl have its advantages. The mechanic is much simpler as you don't have 30 attacks per round, lots of spells and feats. The higher your lvl gets the faster the game runs. Sometimes it is really hard to follow the engine. On the other side your AC is often to high to get hit by most of the common monsters wich can be pretty boring.
Over all I second that fun is very subjective and depends of the many different playstyles.

Personally, I think there is some sort of misplaced sentimental feelings with regard to a slow leveling system. It doesn't add meaning (all the meaning on an RP server comes from the RP, not from grinding mobs), it simply rewards those who have the most OOC time on their hands (If you have a lot of free time, you can power your way to 30 in a matter of days). And it can very well feel like a hindrance to those with IRL duties (where it can take months to level).
Levels, however, do have a profound impact on RP. Your character has more tools to utilize in RP as your level increases, especially with the "RP your character-sheet rule". Not to mention most of the impactful events (metaplots, etc.) are tailored to higher levels (in terms of skill rolls, things your character can do (spells/feats), mobs your character can fight). This isn't a bad thing, as getting to 30 is just a thing that is expected. In a similar fashion to how getting to the max in most games with persistent progression is the "expected" (as an example, reaching the max level in an MMO is often referred as "getting to the real game").
It has always been my opinion that faster leveling means more time RPing (less time in the grinding field and more time RPing without worrying about your XP). In fact, I consider the whole process of grinding levels to be utterly irrelevant on an RP server.
Unfortunately, RP will never grant a lot of XP, due to the cap on RP XP/reset (1250 xp). Assuming you were on the server for every single nominal reset (twice~ a day) and hit the XP cap each time without fail (which can be unbelievably RNG dependant, I've had resets with nothing but RP and only a couple of XP ticks), it would take you around half~ a year to level an ECL 0 character from 1-30. Since most people don't log in every day, and stay long enough to hit their RP xp caps every reset, it is fairly unrealistic for leveling (and even if you did have that dedication, 6 months is a super long time).

Level 40 would be fine. It would add more build diversity, choices, and shake the balance up a little. Don't fool yourself into thinking it would extend the longevity of grinding though (well, it would, technically). Level 40 would simply become the new level 30, that is all. It would just be a temporary increase in grinding for already level 30s to reach level 40.

Here is an idea: Keep the 50 XP/Kill cap all the way from level 1 to level 30. Instead of making the XP/Kill cap drop to around 30 come level 20, then drop to around 20-25 come level 27. That way, while it is still very tedious, it isn't "hair pull out" tedious.
And, for even more fun, steal a leaf from Haven's tree and make fish cookable and edible. Eating fish (or indeed, any form of food/drink) gives an XP boost for a set amount of XP or kills (for example, +200% XP until you get 5000 XP, or +200% XP for the next 50 kills). This also gives people reason to purchase food, other than for fun. It could work into the crafting system too (a cooking skill).
