To be honest, while you say "not to point fingers", but we both know that's sophistic since you do it right after that. And, sadly, you have a good share of truth. It's sad not because you are right, but because there are points that are truth.
The only way i see us to break the loop is people learning and volunteering to code, because everything always ends with DEV team being understaffed and burned out. All the issues not reviewed are not reviewed simply because there are very few people who still don't have their souls charred with many occasions of ungratefulness and RL things that use to have no "mercy" word in their dictionary.
Distracting from emotions, i'd just say: Boys and girls, Ladies and Gentlemen, we want more devs, more builders and more DMs so we can entertain each other. And having more active people will help to share the burden too so people get burnt out less.
