Best to cure the disease than to take care of symptoms, don't you think ?
In truth, while just starting out in BGTSCC, I think I made use of the 1-10 RCR at least 6 times trying to figure things out or fix build mistakes I had made.
And was thankful to have that option.
Yes, it's also there for that (even though RCR stands for "Retired character rebuild") and this talk of deletion is just banter, got to live with the distasteful usages of the RCR bot.

I did not intend to cause drama with this post, so my apologies. If you're curious of the genesis of the thought, when there's a group of players that you frequently roll with who have PCs leveled in their mid-teens the fast RCR allows me to catch up with them quickly.
I have no intent to habitually abuse RCR.
Cheers

What is the purpose? CR 1-10 content for PvE is the most engaging and enjoyable on the server. You can pretty much go 1-10 only visiting each location once or twice (if you don't get to complete it all in the first go). Why would you want to speed through it with something you have literally no plans to ever RP so you can RCR in to something else? If nothing else those levels 1-10 will give you a better idea of where your weak spots are that you can potentially account for in higher levels.
You are right it is easy to cross these levels fast, however...
If I had to start at lvl 1 each time I make new pc I quess I would never try to play again.
It is so boring and annoying to go from lvl 1. It would be different if entire party started at that level but I haven't seen that to happen at all.

I wrote this guide a while back:
https://www.bgtscc.net/viewtopic.php?f=49&t=71386
But I think it works even better as a ranger with FE humanoid and just farming Gibberlings. (Assuming Gibberlings are still Humans).
If you have muled gear xbow sniping is always a safe choice.
Even if RCR were removed, it won't stop people from making gimmick builds to help power level their friend (or in some cases their dual boxed character) and then delete the build.
And tbh, I don't think that RCR 1-10 is a "disease", that's taking a pretty extreme black/white view. If you step back, you can see that bgtscc caters to all play styles. Including those who enjoy tinkering with builds. It's that not nudging players into any one direction, but allowing them to play how they want to play, that I believe is part of why bgtscc has historically been so popular.

This makes it so tempting to just destroy the RCR altogether
Char deletions for people who RCR to rebuild the same character without DM approval.

I can find no rulings on the forums regarding correct or intended usage of the RCR. Nor any mention of requiring DM consent to RCR a character.
Name not withstanding, almost every mention on the forums about it regards the use of it to fix character issues, alter feats or replace ineffective classes.
For levels 1-10, best value for me is taking pure Commoner. Great fun trying to get to level 10 with a commoner so they can "evolve" into a proper adventurer, with actual classes.

Now this is doing it right.

Don't get caught up in other people's opinions of how you should play. Invariably there will be many conflicting opinions that cannot co-exist. There is a *HUGE* power gap between level 20 and 30. Insurmountable power gap between 1 and 10. If this were a local DM campaign they wouldn't start you at level 1 when everyone is level 8-10. Right off the bat you'd more then likely start out at level 5.
