I think this would be hard to do since players can change the appearance of anything to anything else. IDK if we have a leather bikini, but you can make it look like plate armor, which is pretty ridiculous. In any case any solution would probably require some scripting, which means the people who would make this change would be prevented from doing something else with that time.

What if the person had daggers with + to appraise?
I would say just give everyone the benefit of the doubt , maybe they're new, etc.
Players can learn from mistakes but if the first thibf you do is jump to accuse people that will just maybe drive them away from the server.

I wouldn't expect folks to set aside roleplay and immersion to gain a small skill bonus, personally.
I wouldn't "jump to accuse" anyone, but I would react in character and expect the NPCs to do the same, like you said, people can learn from mistakes.

So, there is functionality for this, but it does not really work well and it will end up bugging out a lot. Faction Rep in NWN games really doesn't work well in the PW environment.
You could also put NPCs "on patrol" but the problem with that is it will take resources as the script will constantly be running and that could make the server unstable.
