((CR 20? They offer a challenge for my drow faern. Currently level 21. ((CC 23)). Isn't the rule for a Monster CC level equal to a PC party of 4 of equivalent level.
the area between the myconid circles and eastern illithad mines
Illithid Mines (deeper) - about 15-20, you can get mobbed quite easily due to the vast open spaces, 3 illithids and a couple of duergar can be a challenge to most players thanks to the largely un-resistable psionic damage and high crits if the gray dwarfs get lucky rolls
Underdark Wilds (first drider level) I'd agree with Pattu, 18-24
Underdark Wilds (second drider level) 22-30
But its largely dependent on your build, immunity to sneak attack can be quite a bonus in the drider caves

Wow!

This is above and beyond anything I could think of... someone's been busy.
If any or all of these get accepted I think Sshamath outshines Baldur's Gate. Not sure if the power's to be will like it.
Citizenship option - I like it. How about a guest visa? To prevent visitors from being thrown into the slave pens?
A few shady characters taking bets on upcoming fights at the arena?
I always thought there should be a few random encounters in maybe the sewers or back-allies for muggings, or escaped undead, outlaws (radicals) and such (probably a lot of work with that, although I think it is built into SoZ - toolset). Muggings would have to be non-violent otherwise going to have level one's getting hammered, like hand over coin, intimidate checks, bluff check, and so on.
As far as the actual map design - maybe a quest in Darkspires to get a bit more traffic that way.
OH - how about a registry of non-noble houses - very cool for player RP? and the official ones (not sure which ones myself are considered official noble houses). This could tie in with a system where-by a player could form his own - non-noble house and through RP and recruitment get recognized as a noble house? This might just be a server - admin - DM ruleset to follow for forming guildless Noble houses in Sshamath.

Visitors are quite hard to put in slavery, unless they are goblinoids or other lesser races generally considered incapable of wizardry under normal circumstances.
Nobles are nothing in Sshamath, their right to have slavery considered more like a crutch to defeated foe.
