Relevel script has been proposed before (by me) and has been turned down for a somewhat decent reason.
It is very easy to exploit, because during releveling process wizards retain bonus spells they learned before. So, you can just relevel 20 times or so and learn everything there is about magic. RCR does not have this problem. Obviously that can be fixed by adding a checklist that would define characters that can or cannot be releveled, but nobody seemed to be in the mood for doing that.
Re-leveling certain other classes can also mess up character badly, for example I remember having problems with eldritch blast dice when deleveling/releveling hellfire warlock. Basically, you can lose eldritch blast completely competely during delevel. It that happens only DM will be able to fix it.
P.S. Have impression that you're using very unorthodox defintiion of "abuse".

No. And I am not about to give anyone ideas by publicising the abuses I have worked out, although IMO people who are that way inclined will already have thought of them, and probably more. IMO they are why the staff will not stay with 100% RCR, whatever the arguments are (and I refuse to keep going round the houses on those).
It's a shame that there are such issues with re-levelling. It would need some sort of wipe on casters to work and that sounds rather more complex. It's a shame because it means even partial de-levelling would be affected.

Alright. On related note, I hope that either a rollback or fix for the xp bug arrives soon. At the very least - before monday.

Frankly, the game could use a new engine. NwnScript is a nightmare of a scripting language, and with engines being available for free, it can be done easier than before. But that would need funding, and it is very likely that WotC will cease&desist such project into oblivion the moment they hear about it.... since it is kinda hard to understand what the heck WotC is even trying to do anymore.
