This seems like a stealth nerf to classes that can't just cast GMW or IMA or Vestments on their equipment. This pw is already highly slanted to them. This would be a huge mistake.

It depends on the definition of Epic. As it was defined in the first post, then yes.
There are issues around Epic items, but this doesn't look like the right solution.
