Those spells are definitely strong and a very good reason to consider the build, especially when considering the theme and reserve feats that rely on the electricity tag.

Yes, that is a very good thing. However it doesn't have to be Talos necessarily - Obviously either Air or Storm would be fitting and any other domain that fits with a deity that has at least one of those two.

But yeah, mechanically a Bard/Druid/Hierophant/Stormsinger is a solid build.
Technically, it could be played with a lot more charisma at the expense of other ability scores being lower, but yes as it not being the main caster ability score it would not be as strong as the main.
Another thing thats not a bad thing either with this build is the fact that it gets wild shape and an animal companion, which could come in handy.
I wonder how that build would look like progression wise, certainly one I'm going to consider playing.

At such low druid level your animal companion and wildshape abilities are basically useless.
So if you switch it to Druid 30, or Druid 20/Hierophant 10 you can get something that can make use of both.

I've put together this:
BGTSCC: Bardic Druid Stormsinger Hierophant
Well, the animal companion won't be completely useless, especially not in the beginning low levels. Having a summon/companion certainly will help with survivability. The Wildshape ability will be useless from an effiency standpoint, but utility-wise and rp, they will prove more useful than not, at least it depends on the perspective.

I do not think you can take the feats in that order, but this should be possible:
1) Spellcasting Prodigy, Able Learner
3) Practised Spell Caster (Druid)
6) Craft Wand
9) Empower Spell
12) Stormbolt
15) Maximise Spell
18) Rune of Storms
As for hierophant, you could just pick Spell Power III for +1 dispel resistance.

Well, since you are playing a human you do not exactly need to keep Bard and Druid one level from each other.
Thus I would go for Bard at levels 1, 19, and 20. (More skill points at level 1.) The rest of the levels can be more or less how they are now. Oh, and if you do it this way, you can change the feat order slightly too since you have unlocked the spell slots that the metamagic and reserve feats require.

I've made some adjustments to it.

I wondered if the Able learner was necessary, because if not then it frees up starting feat.

That free feat could go for Extend Spell. Longer buff duration, and greater flexibility with your spell slots.

Yes indeed, although I was considering spell penetration, not that it would be very useful at that level, but certainly would come in handy later on.
