Yes...it was mistake to take it. But its done now...
Level 16 for a halfling means you keep 70% of your XP if you RCR... Not too difficult to gain it back if you would like to 'fix' your character build. Rogue's aren't necessarily Feat 'starved', but they don't suffer an abundance of feat's either. Personally that 'Dodge' feat would eat me up. As Sun Wukong states even two weapon defense is better, at least the 1 AC is always there so long as you are wielding two weapons (so always)... I would want SF: Hide at a minimum, but there are half a dozen other ways you could go... Heck, even taking Dash makes it easier to use hit and run tactics...there are few feats worse than dodge for your character. Generally that is ONLY taken as a qualifier for a PRC.
RCR now before you invest more time into it. You're lucky to catch the mistake this early; RCRing from 30 down to 20 is a tragedy to be avoided.

*shrug* Been playing sneaks on this server since 2014... Sun Wukong and Arn have been around longer than me. It's no fun at level 30 when you have ~70 hide skill and you get spotted by a few more mobs than is comfortable. Sure would be nice to be at ~75 and only rarely have to worry about it...Enough to still make you stay on your toes in the high CR area's, but not so much that you have little chance of success.
This server is built to make you be somewhat focused on being a sneak. Epic gear can lessen the dependence somewhat, but that's expensive and your account tells me you're fairly new. It'll be quite some time before you have the 2.5 Million to tweak out on epic gear in every slot, so you'll want to squeeze all the stealth you can out of whatever you find/can afford.
Gear can always be switched out, saved up for, traded for, whatever... Feats are locked in.
I said early on, do as you will... 13 to 16 is a drop in the bucket in the grand scheme... XP is artificially nerfed when you hit level 20. Whereas you can get ~40 XP per kill in relative safety now, once you hit 20 it'll be about half that. Takes far longer to get from 20-30 than it does to get from 1-20.

This is the issue. That's not how stealth is rolled. You roll one hidden roll when you enter stealth and that is your score. Meanwhile detection is rolled every 6 seconds (more when detection mode is active). Thus, if you have 70 hide and a spotter has 51 spot, you may have rolled a 1 and the spotter WILL eventually roll a 20, so you are going to be spotted at some point.
Some epic mobs have as much as ~50-55 spot and there are hidden bonuses / penalties for things like light sources, hard/soft ground (move silently) and penalties/bonuses if you are moving or standing still. So if you have 70 stealth and it's day time for instance, you effectively have 60 stealth, give or take. So a mob with 50 spot is likely to spot you before you can reach them for a back stab.
Now, eventually you'll have epic gear, which will make this less an issue, but as I said it is expensive. Stealth in NWN2 engine is zero sum, you either have enough and won't be spotted ever or you don't have enough and depending on how high your scores are compared to the detector you are going to be spotted in some amount of time. If you received an opposing roll every time the spotter received a roll or even a roll every round it would be less of an issue. However, that is not the case so it's best to build accordingly.
There is a difference to having enough Hide and Move Silently and not.
When you have enough; you can pop out of stealth and land that first flurry, wasd away, flee from the mob until the hide cooldown timer runs out, and hit the quickbar button to hide again. You know that you are safe, you go to a safe distance to heal up, and then get back to ganking the enemy. This tactic is one of the reasons why Epic Dodge is so valued - you will take less damage as you move away.
When you do not have enough; well, you are not going to get another flurry of sneak attacks in without popping in and out of stealth and that is on a timer. You could try to rush behind a corner to hit that hide button and hope that the server agreed that the mob's line of sight was broken. But the fact remains, once you are spotted, you remain spotted. You need to refresh your hide mode.
Moreover, NWN2 is not PnP, where you only need to roll your skills once against the enemies. This is a game where your Hide/Move Silently skill needs to be 20 points higher than the opponent's Spot/Listen to remain undedetected. If your skill is just 19 points higher, there is a 5% chance per roll to be discovered, and the spotters keep rolling until they discover you.
So yeah, considering how you lack Epic Dodge, part of me would suggest getting Stealthy, and the Skill focuses for a total of +5 to your stealth skills. Oh, and you should pick Wild Child as your backround trait, as it gives you free +1 to both of your stealth skills.
Edit: So other than that, I think your build should be good. More damage is more damage, and your character will slightly stand out among all the Epic Dodging sneaks we have on the server.

Most of mobs are oblivious to me at my level. But every now and than some gets lucky and spots me.
But this is zero problem. You just hide again using yor HiPS
Sometime you can even go around corner and let those that spotted you chase you. Than re-hide just for sneak attack.
Basically I had zero problems at the moment. And trust me I am getting my self decked out with bestish gear. One of advantages of being rogue is that looting dungeons is very easy. And making gold is a breeze. In fact I am concerned I will have to much gold and nothing to buy very soon...
As for running away. With maxed tumble, they can not hit you when you are running away.
So to summarise. At lvl 16 basically no enemy even at places much higher lvl gave me no stealth trouble at all. I am able to dance around them all day.
So either mob progression is made so that at some level they suddenly get unproportionally higher spot skill - which I dont believe they do. Or you guys are good intentioned, but over exaggerating
