Something tells me that given this guy is unimportant, it might be possible to murder him via player plot. Is there an active assassin guild? The NPCs I hate the most are the goddamn cave halflings. That damn dialogue.
Looting corpses brings up way too many moving parts to even consider right now. We don't want to encourage people to lure mobs into other players and get them killed do we? Gold penalty seems good for all levels, not only 30 btw. Who told that your dead corpse can't be looted by someone?
I wouldn't mind a temporary debuff but that might encourage logging off (not playing the game!) which as any game developer knows isn't what you want.
