There are certainly some weapons that could benefit from a slightly better selection in shops, without being epic ones. However for epic stuff like +4 weapon with damage bonus at this point it's a decision between making things worse forever by adding more epic items or leaving things temporarily unfair (temporarily because as you pointed it's an availability issue, which is solved by perseverance).
Or add +5 in loot table with really really really really really really really low chance.

False, you still need a weapon of cold iron, silver and adamantine. I have the Flaming Bastard sword with extra fire damage, I still forked out a lot of coin for a cold iron +4 sword and I am still looking for an adamantine one and a +4 silver one. Or better. But I don't hold my breath.

sell your Banite soul and serve the good deity and someone might give an adamantine bastard sword as a present
Alternatively, that someone could offer said sword after being shown the right path with Bane, as a token of thanks for the Banite who generously showed him said path

There's been a power creep on the server on every front, feats, classes, spells and items. Throwing items out the window will just put casters at the absolute top and drop everyone else a few notches, which isn't very good balance. Low magic gear only works with... well, low magic magic.
As for the +4 gear available from merchants, I'm mostly indifferent. One one hand it drives the power creep further, but it's not like there's any sign that it's going to stop on the other fronts. Server content accommodates min/maxing and powerbuilding, making +4 items available through purchase rather than grinding won't really change anything.

You setup a much more fair system, imho, if one would switch to more coin drops and then a better selection in epic shops.
But really, what one should be looking at is a crafting/enchanting system.
The big problem with getting “boss” level items from Bosses is that it requires the Player to a) have the RL time and the RL inclination to go to Bosses over and over again to hit that supposed low %, and b) that those once in a lifetime drops ACTUALLY suit the PC that acquired them (exponential low % gain...boo!).
What is created by making Loot Runs the only way to get awesome gear is a PW where Players have 1 PC for Role-play and 1 PC for loot grinding, which is just sad if you ask me.
Just frickin make a crafting/enchanting system, okay? It doesn’t have to be perfect because just look at what we do already have...a very imperfect game world!!

Even as someone who does more than his fare share of loot running I 100% agree with this. The risk here is turning the server into something a la Everquest where epic raids become the priority over all else.
Having a wider variety of gear in the epic shop gives players who would rather do other things the chance to eventually gear up their character the way they want. Not to mention the original point was to add underrepresented gear, to balance with what is already there... which is more about balance than power creep.
The server does have a better range for equiping a character or coming up with a custom unique build now. Way back the level limits were like this +1 lvl 5 +2 lvl 10 +3 lvl 15 and +4 lvl 20, some items even increased beyond that. Also back then +4 items with nothing else on them was considered epic grade. He'll you could sell +3 gear for 50 to 75k. So with that said it has gotten better over the years.
However, some of the epic vendor its are basically useless. There is a good majority of items for sell that just have no function on the server. Armor equipment is good, but I feel like the weapon selection is not that great. With the limited choices it basically sets up the basis that you must build characters certain ways to be feasibly functional at high levels, and some items are down right pointless. Like the +4 greatsword with divine might on it, Or the boots +3 ac with the dodge feat, and these are just a few off the top of my head examples.
I would prefer if anything a improved weapon selection. It would be nice to see say the Kraak Helzak merchant sell epic weapons, as ATM they sell only +3 gear which is basically just a idle unused merchant. It would be cool to see weapons that are largely unused become more mainstream.

Part of the Server design plan!! If you wanted something good, you’d have to earn it (via the travel risk).
