As of first, there are some invocations that are doubled as arcane spells thus they have spellschool associated with it.
Like: Quill Barrage (transmutation), Firestride exhalation (transmutation), Baleful domination (enchantment), Baleful polymorph (transmutation), Primal speed (transmutation), Dragon scales (abjuration), Dreadful word (enchantment), Ill Omen (necromancy), Lure Shadow Demons (Conjuration), Otherworldly leap (conjuration), witch sight (divination).
So, fey power should give those from enchantment school +1 DC (I didn't test it though). But, basically, Fey Power +1 DC is meant to be for Sorcerers. For warlocks, it simply is another +1 like practiced invoker in terms of your blast progression.
Say, you are level 12 warlock with 6d6 eldritch blast. Taking practiced invoker makes you equivalent to lvl 16 warlock, thus you get 7d6 eldritch blast (lvl 14 warlock stuff). If you then add fey power, you get 8d6 eldritch blast, because you become 12+5 invoker and lvl 17 gives another dice of eldritch blast. In other words, it's useful when you have more than 4 levels in non-blast progressing classes.
As of your second question, it's all invocations except for blasts and their shapes and except those that don't have DC at all (like your own buffs).
