I would not say evil but perhaps with a slight tendency to it until ones parents teach them how to behave and what is and is not right. It cant be denied that children if left to themselves and not given guidance on right and wrong and the importance of empathy will often begin to act in a sociopathic manner toward others though usually because they don't know any better and not out of conscious malice.
