Does it? I think loot still generates. At least it seems in my experience that when a party member takes everything except a heavy plate, and then I open it, there is more in addition to the plate.
I would be hesitant to agree that it interferes with loot generation.

Not really, containers always manage to generate something. As for bonus items spawning after someone has just looted and left an item, I think chests are functioning normally, unlocked containers I'm not so sure about, as I've noticed repeated junk finds in the skeletons/crates in lizard caves after someone has visited before me. we have to be careful here as lootables defined as 'Chests' utilize different scripting than all other lootables (barrels, boxes, containers, skeletal remains, etc). What Ged has been working on is ONLY for chests and has NOTHING TO DO with other lootable containers (which are the one's that mostly pull from the RIG vs. the loot tables.

The 8 chests before the rebalance was more than an area that size should have had. It also had several chests that were far too low level for the area. It now spawns a random range of chests, which can include 8. The chests are certainly higher quality than before, and are high enough CR that they never get downgraded.

You've received quite a few items from the "Epic" portion of the loot table. I'm afraid they just haven't been ones you're interested in. There's quite a bit of variability within that section, and chad from QC has done a lot of work since the update to sort them into finer grades of quality, so hopefully in the future we can tell it "give me something Steve would consider epic" and people won't get plain +4 weapons or +3 with a lot of extras.

At the very least I don't believe plain +4 weapons/armors should be considered epic. They are a dime a dozen, and the vast majority of types can be bought at one of the non-epic vendors. If anything, plain +4 weapons/armors are either uncommon or rare.
Similarly I find it might also be beneficial to acknowledge that not all bonuses are equal.
For example a +3 Deflection ring with a +3 Spot bonus is vastly different from one with a +3 Lore: Nature bonus. The former provides a powerful mechanical impact, with implications for both PvE and PvP. While the latter is highly situational due to limited opportunities to utilize the skill where it matters; as in few-to-none interactions in areas, and once-in-a-blue-moon DM events.
Or to put it shortly:
Loot tiers should, ideally, be based upon a combination of how easy each item is to obtain outside the droptables/RIG, paired with the impact the item will have on the server. As more and more non-mechanical skills find usage in non-DM events the aforementioned loot tiers should be redefined.
Or to put it even shorter:
Loot tiers should be based on the impact of an item on the server, rather than just pure numbers.

What I consider Epic is irrelevant. What I am doing is adopting the Server’s concept of Epic, namely Items sold at the various Epic NPC Merchants. Additionally, not an item I’ve found would even be worth trading for an Epic NPC Merchant item. Nor could I have sold it for more than 25% cost of an Epic NPC Merchant item.
But luckily Steve is a rather patient man. But one day....

It sounds like you've been having some of my earlier bad luck. Unfortunately, it requires either having a day where horseshoes are up your keister, or excessive loot running to find the "good" stuff. When the rebalance went through, I was sitting at around 300,000gp. Since then I've found roughly 4 to 6 "epic" items(that is to say: either items found on epic merchant, or random ones that were bare minimum +3 and had decent bonus skills/properties), and now I'm sitting at just over 800,000gp. While I can safely say I've found more better quality items in the last few months than I had in the previous X amount of years, it definitely feels a little more like OOC looting ritual now than it did before the changes.

My only input is that of the troops to Dark Helmet and Colonel Sandurz in Spaceballs, while combing the desert.
I'm mostly to blame for that, but I haven't had any of the luck a few folks report.

Granted, the fact that all the dungeons I have available are both very far from BG/FAI, and require an investment of at least 90 minutes usually makes me rather discouraged from trying to loot. Plus, going to Serpent Hills dungeons for the 3rd time in a row tends to lead me to just burn out.
Durlag's not even worth trying seeing bulk of it is cr 19, and the cr 22 areas got enemies with AB over 30 (lovely invisible stalkers/the skeleton encounter/those creepy ghost kids) makes it far too risky.
