And I agree with Xanfyrst , grinding on bgtscc is deeply unenjoyable.

I'm a believer of RP-pushed changes in a character. If your priestess character has an epiphany and decides to devote herself to a new god, I don't think it's beyond belief to start at level 20 and work yourself back up to level 30 with a new RP angle. To that end, I think the current system is fine, because it takes a load off the DM's shoulders in having to address people wanting to rebuild due to RP.

That said, I don't think offering 100% RCR for every character is a good idea. It's original intention (as stated before) was a reward for epic retired characters, and I think that should remain for players who wish to start a new PC. If you made a mistake past the grace level, you should pay for it. No one is to blame except for you for character build mistakes, unless mechanics are changed (in which case, DM's should offer help).

How about simply removing the level cap for RCR?

I for one play a build that is pure nightmare and torture to play before level 23. No wonder I hated PvE this much before I got my Combat Insight >.>.

The original allowance was for creating new characters OR for rebuilding existing characters.

The only stipulation at one point was to not stay the same character if you change thematic classes (Bob the Fighter is now Bob the Wizard).

It has always been intended and allowed as a rebuild tool for mistakes. Check those 2011 forums.

I agree not to bother DMs so much. Then, us spellcasters whose some spells do not work should be given a way to redo our spellbook without bothering them (I'm looking at you disguise spell). I think this solution is a good answer to that.

My mistake. That said, 100% RCR wasn't offered as a tool to rebuild characters, right? Just the current form that has set limits and penalties?

What's wrong with the tools as we have? I know there's a 'remove spell' option, to avoid the 255 spell limit.

I'm talking about spellcaster warlocks, bards, etc. Unless there's a way to remove memorized spell?

The return from the tool has always varied (I think it started at 50%, max 20)..with DM rebuilds (100%) being used manually prior to the tool for both retirements and big changes (like I think I did about 100 when we upped Dex to 19 on SD and banned monk-druids).

I like what we have now, it's a fine balance for regular needs. I would like to see an annual RCR100 period, however for reasons above.

The level 20 cap is to avoid exploits involving 3b20. In order to remove the cap the 3b20 rule must also be removed.

But I think with all the class changes, there should be a 100% RCR should be implemented at least to address the changes.

anything they have added doesnt change existing builds as much as give opportunities to new build concepts. no concept has been broken to what they were before. they have just added features that a new concept could utilize for a similar set up. i think that 100% RcR should be given only when builds are broken and handed out to the broken builds only. jealousy to a differing build is not a good reason to get free levels. you want to change your build. then take the tax and start at it again from level <21.

the broken spells for classes like bard/sorc/FvS/Sham should be able to be repaired at the cost of $$ in the nexus. or even better. fix them or delete until fixed. at worst put in the descriptor that this spell is not working as intended and taking this spell will cost $$ to undue.

no need to RcR for spell choices.

The 18+ content is the most tedious part on the server.

The reason why 100% RCR is desired is to avoid the damn grinding part in epics.

Would be nice to have some sort of xp pool where you can sacrifice characters and then draw out xp from there to make new concepts - as much as you need.
