I'm back and yeah, you can make them good hitters and slight good dps with some okay saves, but without outlets for your skills like spot, listen, heal, Lore:Arcanaia, and tumble, playing a pure fighter is pointless.

I tried to make a fighter with good saves

a shield dwarf fighter 12 / DC 10 / NWN 3 / AK 5

he ends up with having

fortitude 39
will 26
reflex 22

without any gear

most pure fighters though try to get UMD and then use some simple scrolls or wands lke protection from alignment to suppport their weak saves and its probably a better way form th PB side

the buff option though will have a hard time in areas where dispels fly...

You would be thinking wrong, if you have 20 levels of fighter, you are allowed to spend your epic fighter bonus feats on any feat you qualify, pre-epic or epic.

So, you get those bonus feats on levels: 22, 24, 26, 28, and 30. Regular Epic feats on levels: 21, 23, 25, 27, and 29. Thus, level 30 fighter is the only build that can pick up all 10 Great Strength feats. Now, those feats would be far better spent on other things.

In the past, well, going Fighter 30 was bit of a dodgy thing. But now the Fighter class has access to the Lore: "Local", "History" and "Architecture and Engineering" as class skills. Things that probably will have absolutely no use beyond DM events, but can be a source of quite a lot of in game flavor and a reason for your character to exist. You could be seeking for lost history, and perhaps know how to best fix that broken wagon in an event or identify weak spots in an enemy ship for your mages to focus on.

And in the past, a Fighter simply ran out of decent enough feats to take. But now, you have so much to choose from that you simply cannot have it all and you can make combinations that produce a truly one of a kind character. For example, a Fighter 30 could have both 30 Strength and Fast Healing III.

Best solution for dual wield fighter build is dexterity with small weapons with weapon finesse and light armor.

You should take 5AC and Whirlwind Attack with Greater 2 Weapon Fighting feat from 5 Level Tempest.

You must use small weapons (Handaxes or Rapiers) for non penaty and weapon finesee.

for handaxes Pros:
x4 Crits with Keen (17-20 Thread) for Hand Axes with +6 Thread Roll Support
Perfect Dualwield for No penalty about off hand
Optimal AB, AC, HP and Saves

Not sure why this was necro'd, but Tempest is not a great option for a DEX based build going for PTWF. Tempest is best for a STR Fighter going for free GTWF. In fact, by utilizing Dread Pirate and Tempest you can actually make a build with 14 DEX (for Mithral Chainmail) which still gets GTWF and can max STR, thereby helping against DR enemies. Also, Rapiers are finesse weapons, but they are medium (not small) and thus will get a penalty when dual wielding in the off hand. Weapon Finesse with no penalty good options for fighters are hand axes, short swords, maces, or kukri's. Tempest doesn't get 5 AC for 5 levels. It gets GTWF, +2 AB, +2 AC and WW/Tempest WW. Not worth it if you are going for max DEX, but can certainly be worthwhile for a STR build. Why is it not worth it? You are spending feats on Dodge, Mobility and Spring Attack for free GTWF which your DEX qualifies you for anyway. You could simply take TWD / ITWD and still have a free feat for the AC. If using slashing weapons (like hand axes) Dervish would be a better PRC to include.

EDIT: also, handaxes are x3 crits unless you take weapon master for 5 levels to get increased multiplier. In addition they only crit on a 20 so keen would have a threat range of 19-20. 17-20 would be the threat range with keen on a PC with 7 levels of WM.
