Completely OOC question.

In one mini(micro)event of the gamerguy1 Merric was harassed by guards about not having a license something. I wondered about that and I am very concerned about my drow wanting to establish trading career. What is needed? I talked to various people. Do I have to send in PM some kind of form? Or am I just nutsy too serious about all this?

Randy's been asked a liscence too, in Sshamath. A bit of bribing and intimidating got him out of that situation, but I was also wondering.

I had a suspicion it is only for surfacer, but I need confirmation. Please?

I was under impression that surfacers must have 'trading license' only to get access to the city and stay in its perimeter.
